Four candidates from Hong Kong Island East, a fierce battle zone in the Legislative Council election, had their first head-to-head confrontation at the Business Taiwan Election Forum this morning (28th).

During the period when Pan Zhuohong, the only non-organized candidate in the district and China Science Supervisor, responded to questions about the double universal suffrage, he expressed his support for step-by-step advancement of political reforms under the premise of gradual and orderly progress in compliance with the Basic Law, and to achieve the goal of including citizen nomination in the final plan.

Wu Qiubei: If the government cannot fulfill its promise, it must be held accountable

Four people put forward their policy propositions in turn according to the candidate number. The DAB Liang Xi is concerned about issues such as customs clearance quotas, waiting time for public housing, waterfront improvement projects, public medical clinics, and old district renewal; New Democratic Party Liao Tiancheng is concerned about land, housing, education, Article 23: Local legislation, common prosperity and other issues; Wu Qiubei of the Federation of Trade Unions is concerned with issues such as distribution justice and the gap between the rich and the poor; Pan Zhuohong is concerned with repairing social tears and promoting double universal suffrage.

The first half of the forum was relatively peaceful. The moderator extracted the concerns of local residents. The topics covered medical care, epidemics, gathering restrictions, land and housing, etc.

Among them, when Pan Zhuohong responded to the question, he strongly criticized the government for blindly implementing epidemic prevention measures. He believed that the recent announcements of tightening safe travel and refusing to relax the gathering restrictions were too much. Recently, a mutant virus appeared in Africa, and the government only prohibited people from entering the country. However, refrigerated items such as raw oysters can be sold in the country, and there are loopholes in the end.

He believes that if officials are not doing well, they should be held accountable.

Some citizens are dissatisfied that the establishment only supported the government in the past, and the democratic level of the new electoral system has regressed.

Liang Xi responded that there will be 90 new seats, which is more representative. In the past, there were many directly elected seats, but only polarization and rabble. In the future, people's livelihood should be focused.

Wu Qiubei responded to medical and housing issues separately. He said that he would support the introduction of overseas trained doctors, strengthen primary medical care, set up community health centers in each district, and request the government to speed up the progress of land development. He believed that if the government fails to fulfill its promises, it must be held accountable. Liu Tiancheng asked the government to strengthen support for small and medium enterprises, narrow the gap between the rich and the poor, speed up the development of the Tuen Mun River Trade Terminal, and release the land above the MTR station as home housing.

The four candidates are all concerned about housing issues. Among them, Wu Qiubei and Pan Zhuohong specifically mentioned that officials should be held accountable if they do not work well.

Liang Xi questioned that the nomination of citizens does not comply with the Basic Law.

Liang Xi asked Pan Zhuohong whether the double universal suffrage he supported included "citizen nomination." Pan Zhuohong pointed out that there are still less than six Legislative Council sessions by 2047. He hopes that every Legislative Council will have at least one political reform plan to truly achieve the Basic Law. In writing "Step by Step", he supports that the final plan includes elements of citizen nomination.

"I definitely support the nomination of citizens and the election of the chief executive by one person, one vote. The same is true in the Legislative Council." He mentioned that earlier in getting nominations into the Legislative Council, he also encountered great difficulties and believed that the situation was unsatisfactory.

Liang Xi questioned that the nomination of citizens does not meet the requirements of Article 45 of the Basic Law. Pan Zhuohong believes: "The Basic Law is not monolithic. It is achieved step by step (universal suffrage). There is sufficient support in the social atmosphere and social consensus. I believe It can be modified appropriately."

In response to Pan Zhuohong’s question, Liao Tiancheng strongly criticized Chief Executive Carrie Lam for not doing much during his tenure as Director of the Development Bureau. “I’ve never done anything before,” “So the people’s hopes are low, so it’s difficult for him to govern” and promised to enter. The council will urge the government to work in accordance with the goals of the long-term housing strategy.

Pan Zhuohong asked how to be accountable, and whether the government would support the impeachment of Carrie Lam if the government is not doing well. Liao Tiancheng did not respond positively, saying only that government departments must solve the problem.

Wu Qiubei continued to pay attention to the rights and interests of workers. In particular, under the "platform economy", some platforms used legal loopholes to evade the employment relationship due to lack of supervision. He believed that these platforms entered the market with a very low threshold of social sources and had social responsibility guarantees. Workers' rights, criticizing the above-mentioned practices is very unethical, and the government must strictly enforce the law.
