In recent years, the New Democrat Party chairman Ip Liu Shu-yee, who has rebutted many times when the establishment has criticized civil servants, will run for a seat in the West of Hong Kong Island in the Legislative Council election next month.

She deliberately proposed an independent political platform for reforming civil servants, suggesting that civil servants should be more aware of the country and their sense of belonging; simplify the procedures for promotion and dismissal of civil servants to enhance the accountability and self-motivatedness of civil servants; and uniformly extend the service age of civil servants to 65 years old , In order to retain more talents.

Ye Liu Shuyi, chairman of the New Democratic Party of AO, said earlier that after the reform, civil servants should not be ranked according to seniority, but should select talents based on the principle of "the capable ones live."

Ip Liu Shuyi posted an election advertisement on Facebook today (28th), once again praising the civil service team, saying that they have always been known for their high administrative efficiency, and specifically mentioned that the administrative officer (AO) is the core team of the SAR government’s governance, and many complicated policy formulations. The drafting of laws and regulations are all handled by "skilled" administrative officials.

Ye Liu believes that in the past, civil servants lacked the experience of contacting mainland departments and officials, did not understand the national conditions, did not understand the mainland system, and had a weak sense of belonging to the country, which led to the failure to accurately implement the "one country, two systems."

She pointed out that after civil servants have taken the oath, the Civil Service College still has a lot of work to do.

Retirement age for civil servants at 60 years old can be extended to 65 years old

Regarding the "iron rice bowl" of civil servants, Ye Liu believes that although it has the advantage of making civil servants work without any worries, they will also retain those with "average performance".

She suggested simplifying the promotion and dismissal procedures so that talented and potential civil servants can be promoted as soon as possible.

Finally, Ye Liu mentioned that in the past, civil servants and disciplined services had to retire as long as they reached the designated retirement age.

She believes that with the advancement of medicine, people live healthily and live longer, and that most civil servants in the 60-year-old age group are still energetic and have accumulated rich experience. She believes that retirement is very wasteful. Therefore, the government is recommended to extend the service age of civil servants to 65. Years old, retain more talents.
