The Legislative Council election will be held on the 19th of next month. The Constitutional and Mainland Affairs Bureau today (29th) announced the details of the voting arrangements for voters returning from the Mainland to Hong Kong.

The authorities will set up voting stations at Liantang, Luohu, and Futian ports. Eligible voters can pre-register on the online registration system starting from Wednesday (1st), with a total of 111,000 places.

In addition, unlike ordinary polling stations in Hong Kong, there is no arrangement for public observation at the polling station at the port, but candidates or their agents can apply to enter the polling station to observe the counting process.

1. A total of 111,000 places are set up at the three port ticket stations

According to the Constitutional Affairs Bureau, in order to set up polling stations at the port, the government has previously consulted relevant mainland authorities to provide necessary assistance and support. The Liantang, Lo Wu, and Futian ports corresponding to the immigration control points are used as polling stations.

According to the authorities, in order to ensure an orderly and smooth implementation of the arrangements, a pre-registration system will be adopted and quota restrictions will be adopted. The maximum registration quotas for the polling stations at the three control points are 111,000 in total, namely Heung Yuen Wai (Liantang): 33,000 and 42,000 in Lo Wu , And the Lok Ma Chau branch line (Futian) 36,000, the quota is allocated on a first-come, first-served basis.

2. Voters who are open to register on Wednesday must vote according to the allocated time slot

The Registration and Electoral Office has set up an online registration system that will start operating at 9 am on Wednesday (1st). Voters who wish to participate can pre-register through the relevant online registration system. Registration will be closed at 6 pm next Wednesday (8th).

Once confirmed, the voter concerned must vote at the polling station at the selected control point on the polling day. If the voter goes to a polling station other than the selected control point, the voter will not be allowed to vote. The voter will also be allowed to vote in the online registration system when making an appointment. It is necessary to select a designated time slot (calculated every hour) on the election day to vote, so that the relevant departments can make corresponding arrangements and manage the flow of people.

When registering, voters must provide their Chinese and English names, Hong Kong identity card number, email address, contact phone number (including the phone number that can receive SMS in Hong Kong or the Mainland), home visit permit number, and their permanent residence in the Mainland. If the voter does not have The Home Return Permit can provide the number of the foreign passport or travel document currently used when staying in the Mainland. The authorities stated that the relevant information will be handed over to the relevant authorities in Hong Kong and the Mainland for sanitation, epidemic prevention and immigration clearance purposes.

After submitting the registration application, voters will be issued a reference number.

The Registration and Electoral Office will send a "Registration Result Notice" to the voters concerned via SMS and/or email within three days to confirm whether they have successfully registered to vote at the designated control point polling station.

Voters can only vote at the polling station at the relevant control point after receiving the "Registration Result Notice" to confirm that the registration is successful.

3. When voting, you must bring the test report and the mainland green health code

According to the authorities, after a voter is confirmed to have successfully registered, the voter must go to any nucleic acid testing institution approved by the National Health Commission in the Mainland for a nucleic acid test for COVID-19 within 48 hours before entering Hong Kong on the polling day, and before leaving the Mainland and entering Hong Kong. Present a valid certificate of negative nucleic acid test results in Hong Kong (paper report or electronic version is acceptable).

On polling day, when leaving the Mainland and entering Hong Kong, registered voters must bring and present the following documents, including the Home Visit Permit or other travel documents used by the voters to enter and exit the Mainland; the Registration and Electoral Office will send "Registration" via SMS or email Result Notification" (either electronic or printed version); a negative nucleic acid test report valid within 48 hours issued by the above-mentioned authorized institution; Mainland green health code; and Hong Kong ID card or other recognized identification documents.

4. The arrangement does not apply to the three categories of people in the Election Committee sector who are not allowed to vote

According to the authorities, there are three types of people who are not allowed to vote at border control points, including those in high-risk areas in the Mainland; those who have lived in the city where the high-risk areas are located within 14 days (municipalities are districts) and those who have been diagnosed with new coronary pneumonia within 3 months.

As for those who have lived in the city where the medium-risk area is located (the municipality is the district) within 14 days, they must use a separate channel according to the instructions on the spot.

The authorities also pointed out that this arrangement is only applicable to district direct elections and voters from functional constituencies registering to vote at the polling station at the control point, while voters from the election committee sector are not applicable. As far as the election committee sector is concerned, the Electoral Affairs Commission has arranged Voting for this sector will be held at the dedicated polling station set up at the Hong Kong Convention and Exhibition Centre to ensure smooth voting and counting procedures. Therefore, under this special arrangement, there will be no electoral committee sector voting arrangements at the polling station at the control point.

If voters in the sector are in the Mainland, they should plan their return trip to Hong Kong as soon as possible or return to Hong Kong through the "Easy Return to Hong Kong" program so that they can vote on the polling day.

5. No public scrutiny of votes

According to the authorities, the polling station will adopt a fully closed-loop management. After the polling time is over, the polling station will be converted into a counting station, except for voters, candidates or their agents who have been allocated to the polling station of the control station and participating in elections. Except those working, no one will be allowed to enter or leave the polling station at the control point, and there will be no arrangement for public observation and counting of votes.

The authorities pointed out that since candidates or their agents can apply to enter the polling station to observe the counting process, the government believes that the fairness and openness of the election has been fully guaranteed.
