Sabbagh indicated that while the 1995 Middle East resolution on the basis of the infinite extension of the Non-Proliferation Treaty represented a fundamental pillar in supporting the non-proliferation regime at the regional level, it is unfortunate that the United States, the depositary of the treaty and one of the three sponsors of the resolution, obstructed any practical steps and seriousness to implement it with the aim of protecting Israel’s interests and ensuring its military supremacy in the region, pointing to the refusal of the United States and Israel to participate in the “Conference on the Establishment of a Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction in the Middle East,” which came as a step to break the stalemate that faced the implementation of The Middle East decision of 1995 and their continuation of not participating in this conference held under the banner of the United Nations, in clear disregard for the international and regional will aimed at achieving the establishment of that region.

Sabbagh pointed out that at a time when all the countries of the Middle East region joined the Non-Proliferation Treaty, "Israel" continued its refusal to join that treaty as a non-possessor, as well as the main treaties and agreements related to the prohibition and non-proliferation of weapons of mass destruction, as it stubbornly challenged it through Its refusal to engage in any international effort to make the Middle East region free of weapons of mass destruction, including obstructing the implementation of the 1995 Middle East Resolution, which makes it the main reason for undermining the effectiveness of the non-proliferation regime in the region and the world.
