Defendant Long Shaoquan (55 years old, Superintendent, now retired), was charged with two counts of fraud, alleging that he falsely stated that he was in the housing loan program application from September 29 to November 30, 2016. On November 30 of the same year, he delivered the vacant possession of a unit in Po Yee Court in Discovery Bay; and failed to report to the Director of Accounting Services that he had signed a lease contract with the tenant, and was involved in the intent to defraud the house purchase loan of about 2.07 million yuan.
Another charge is that the defendant applied for a mortgage loan from HSBC during the same period and falsely stated that the unit was occupied by his parents, and obtained the vacant possession of the unit when the transaction was completed, with the intent to defraud and induce HSBC to pay him Mortgage loans of 3.9 million yuan were issued.

According to the case, Long applied for a loan from the government under the housing loan program in 2016, and purchased a unit of Baoyi Court in Discovery Bay for RMB 6.68 million, and obtained a loan of 2.07 million from the Treasury Bureau.
The plan stipulates that unless exempted, the property can only be occupied by the applicant or his family.
When Long bought the flat, he and his wife lived in a dormitory provided by the police, and the flat also had a tenant living in it. After the tenant moved out, Long rented out the flat again, and received more than 1.16 million yuan in rental income during the period.
When applying for a mortgage, claiming that the unit is resident by parents
However, when Long applied for a mortgage loan from HSBC, he stated in the application that the unit was occupied by his parents, but his father had passed away in 1992 and his mother had been living in public housing.
In his defense, Long pointed out that because of his busy work, he handed over the application matters to his wife for processing, saying that the information such as living with his parents "must not be filled by me."
However, according to the conversation between Long and his wife, Long pointed out that since the bank can grant 60% of the mortgage for self-occupied properties, it will tell the bank that the unit is used for self-occupation.
