Defendant Long Shaoquan (55 years old, Superintendent, now retired), was charged with two counts of fraud, alleging that he falsely stated that he was in the housing loan program application from September 29 to November 30, 2016. On November 30 of the same year, he delivered the vacant possession of a unit in Po Yee Court in Discovery Bay; and failed to report to the Director of Accounting Services that he had signed a lease contract with the tenant, and was involved in the intent to defraud the house purchase loan of about 2.07 million yuan.

Another charge is that the defendant applied for a mortgage loan from HSBC during the same period and falsely stated that the unit was occupied by his parents, and obtained the vacant possession of the unit when the transaction was completed, with the intent to defraud and induce HSBC to pay him Mortgage loans of 3.9 million yuan were issued.
