The People's Assembly, in its session held today under the chairmanship of Hammouda Sabbagh, discussed the performance of the Ministry of Electricity and issues related to its work, especially the issue of electrical rationing in all governorates and the projects of renewable and alternative energies to be established.

At the beginning of the session, the President of the Council explained in a speech on the occasion of the eighty-second anniversary of the disarmament of Alexandretta Brigade, that the disarmament of the brigade from Syria constitutes a clear and flagrant violation of all international treaties, charters and covenants, stressing the insistence and determination of the Syrian people to restore all the usurped and occupied Syrian lands.

Sabbagh pointed out that the aggressive practices committed by Erdogan's regime against Syria are an extension of the series of conspiracy in which this criminal Brotherhood regime is involved to subjugate Syria and its people and desperate attempts to deviate it from its principled national and nationalist stances.

Ghassan Al-Zamil, gave a presentation on the ministry’s work and its plan, indicating that there are many solar and wind renewable energies projects that are being discussed by the ministry due to the many legislations issued recently, where the total energy expected to be produced is 800 megawatts, and the start will be initiated. It will be implemented early next year, pointing out that work is currently underway to amend the tariff for electricity produced from renewable energies to set a tariff for purchasing electricity from investors on high tensions 230/66.

He pointed out that a draft legislative instrument is also being prepared with the participation of all concerned authorities, aimed at regulating renewable energy activities and projects by encouraging and motivating investors to set up these projects. The Minister of Electricity stressed that the Ministry is intensively seeking to implement its plan to improve the reality of electrical nutrition through pioneering projects carried out by generation and distribution institutions that will contribute to pumping a group of electrical energies at the end of this year, so that the added capacity of the network during the next year will reach 400 megabytes, in addition to the 200 megabytes that are currently pumped as a result of the procedure. Some members pointed to the need to clarify the measures taken by the ministry to combat corruption in the Hama Electricity Company, pointing in another context to the importance of benefiting from scientific studies of renewable energy, including a study conducted by Al-Hammak College to establish a project to generate 400 megawatts of electrical energy by investing wind energy in the Homs hole. .

A number of members stressed the importance of expediting the repair of the Aleppo thermal station turbines, raising the efficiency of the Drakeish power station and the Salamiyah transfer station, securing protection requirements for electrical workers and maintenance materials, and addressing the issues of amps and frequency protection in a number of provinces, calling for the necessity of publishing the schedules of electrical rationing hours in all provinces on the ministry’s website .

In his response to the interventions, Minister Al-Zamil indicated that there is a difficulty in securing the necessary funding to implement the contracts concluded by the ministry for the generation stations, which prompted the resort to credit lines with friendly countries, pointing to the difficulties encountered in the rehabilitation of the Aleppo Thermal Power Plant, noting that the completion rate of the fifth group of the station reached 70 percent, and it is expected to be completed within 65 days in case the obstacles are overcome, in addition to paying attention to the second, third and fourth groups.

And he indicated that the Muhradah generating station is operating at a rate of only 15-20% of its capacity, which requires huge amounts of money to rehabilitate it, and the cost of rehabilitating the generating stations operating on fuel amounts to 260 million euros. As for the frequency protection, it is an urgent necessity despite the suffering of citizens because its absence will lead to a blackout General and permanently out of service generating stations.

With regard to the Hama Electricity Company, Minister Al-Zamil explained that the ministry had previously formed a committee to investigate and audit the company’s work by specialized technicians. The former director of studies and 19 engineers in the company. The entire file has been referred to the Central Commission for Control and Inspection, and they will be relieved of their duties and referred to the judiciary and held accountable after appointing a replacement for them.

The Council also approved, by majority, the report of the joint committee composed of the constitutional and legislative affairs committees and the local administration and urban development on the President of the Republic’s letter No. 50 dated 11/24-2021, which includes an amendment to the financial law of administrative units.

The session, which was attended by the Minister of Local Administration and Environment, Eng. Hussein Makhlouf and the State for People's Assembly Affairs Abdullah Abdullah, was adjourned to 12 noon tomorrow, Tuesday.
