The People's Assembly, in its session held today under the chairmanship of Hammouda Sabbagh, began discussing the draft law that includes the creation of vocational education within the secondary education stage and the abolition of Legislative Decree No. 13 of 1994.

In the general debate on the project, a number of council members saw that the project represents an important step that contributes to providing new job opportunities and integrating vocational education into the labor market, especially in the reconstruction phase and achieving integration between theoretical and practical education, calling for increased attention to teaching cadres supervising this type of education. education.

The council approved by majority articles 1 to 10, whereby a student who holds a Syrian basic education certificate or its equivalent is accepted in vocational education according to the instructions specified by the Minister of Education. This certificate entitles its holder to obtain a license to practice the profession after completing the procedures for granting the license with the concerned authorities .

And based on Articles 4 and 5, vocational education secondary schools are established in the governorates by a decision of the competent minister based on the proposal of the sub-committees and the approval of the Central Vocational Education Committee, and professions are determined or replaced in vocational education secondary schools by a decision of the competent minister based on the proposal of the sub-committee and the approval of the Central Vocational Education Committee.

Secondary schools for dual vocational education may be established according to Article 6 in coordination between the education sector and the concerned business sector. The coordination includes the participation of this sector in proposing curricula for technical subjects and practical exercises and its participation in training and practical tests, while it is permissible, according to Article 7, to establish production workshops and training centers affiliated with vocational education and to define mechanisms and rules Work in it by decision of the Minister of Education.

The education sector has the right to contract with the business sector with contracts related to work in production workshops and training centers. The mechanism and rules for concluding these contracts are determined according to a special system issued by a decision of the Minister of Education, in accordance with the requirements of Article 8 of the draft law.

According to Article 9, this draft law aims to organize the vocational education path and secure working cadres that meet the needs of the labor market in the public, private and joint sectors in various professions, in addition to training in the real work environment by creating training centers and production workshops for secondary vocational education in order to raise the level of vocational education graduates from The scientific and practical aspect in order to contribute to supporting the production process and achieving sustainable development.

In order to achieve the objectives of this draft law, the Ministry of Education undertakes a number of tasks according to Article 10, most notably linking vocational education plans with economic development plans to meet the requirements of the renewable needs for the development of the national economy, directing secondary vocational education curricula to meet the needs of social and economic development, qualifying students according to their abilities, inclinations and the needs of the business sector and providing them With theoretical knowledge, experience and professional skills, and to enhance the principle of quality at work and the values ​​of teamwork.

The session, which was attended by the Minister of Education, Dr. Darem Tabbaa and the State for People's Assembly Affairs, Abdullah Abdullah, was raised to 11 am tomorrow, Wednesday.
