"It will be a provocative move that will put the whole process on hold," European diplomats said.
"You can not enrich uranium to a military level and then say you want to go back to an agreement whose whole purpose was to make sure that Iran's nuclear program is for peaceful purposes only," European diplomats said.
European diplomats have said they want to enter into serious negotiations with Iran but so far they are still waiting for a clear Iranian statement that they are ready to continue negotiations from the point it was stopped in June.
"We hope the Iranians will come up with concrete proposals so we can move forward," European diplomats said.
"We do not want an artificial deadline, but it is important that we enter into serious negotiations so that we can see if the other side is serious.
"If the Iranians do not show us that they are serious this week, it will be a problem."
