I often hear people say that they feel badly, or even not represented.
My objective is not to upset the balances of the Fifth Republic, quite the contrary.
It is about making Parliament again the privileged place of representation and debate.
Legislative inflation, insufficient preparation of texts, sclerosis of certain parliamentary mechanisms: over the years and under the weight of bad habits, legislative work has deteriorated.
It is therefore not a question of dreaming of a hypothetical Sixth Republic or of switching to an exclusively parliamentary regime, but of improving the concrete functioning of our institutions to make them more effective.
How then to improve this functioning?
In this report, I make 25 proposals.
