In order to break the fourth corona wave, the federal and state governments should adopt measures that go beyond the previously applicable rules. This emerges from a draft resolution proposal for the Prime Minister's Conference, which was scheduled for Thursday at short notice. The document is available to SPIEGEL. It is not yet the final draft, the paper is still to be revised. Nevertheless, it becomes clear what the group will deal with - especially since many of the content-related points had already been discussed at the federal-state consultations on Tuesday.

According to the draft, the

2G rule should

apply nationwide and regardless of the incidence in retail.

Strict contact restrictions are to be imposed on those who have not been vaccinated.

Private get-togethers should be limited to one's own household and a maximum of two people from another household - children up to 14 years of age are not included.

Large events

are also to be significantly restricted at 2G - according to the draft, there are limits to the occupancy rate and the maximum number of spectators: indoors a maximum of 5000 people, outdoors 10,000 people.

An expanded

federal-state crisis team

, which the traffic light coalition had announced, is to be located in the Federal Chancellery.

The committee is supposed to identify and resolve problems with logistics, vaccine delivery and distribution.

All people who want this should be able to have the

first, second or booster vaccination

by Christmas

.

According to the draft, this could require up to 30 million vaccine doses.

Therefore, the circle of vaccinators is to be expanded, for example to pharmacists and nursing staff.

According to the draft, there should be an agreement between the federal and state governments by the end of the year about how long the

"vaccinated" status

should be valid in the future.

The background to this is the decreasing vaccination protection without booster vaccination.

As in retail, access to

cultural and leisure facilities

and events should only be possible for vaccinated and convalescent people regardless of the incidence (2G).

If necessary, a current test can also be requested (2G Plus).

According

to the bill, the

Bundestag should

decide

"promptly" about

compulsory vaccinations

.

This could come from around February - i.e. as soon as it can be ensured that all those willing to be vaccinated can be vaccinated immediately.

The ethics council should draw up a recommendation on this by the end of the year.

In addition, the federal government should initiate a facility-related vaccination requirement, for example for hospitals or care facilities for the elderly.

In

schools there

should be a mask requirement for all grade levels, according to the draft.

It is particularly emphasized in the draft that all of these regulations should represent national minimum standards in the future.

Regions that are particularly affected by the corona crisis should also be able to take further measures via state law.

Therefore, the Infection Protection Act is to be supplemented so that regions with 7-day incidences of over 350 can adopt additional regulations.
