The Knesset plenum today (Wednesday) approved in a preliminary reading the bill that will require the carrying of a license plate on electric bicycles and electric scooters, by Knesset members Yaakov Asher, Moshe Gafni and Yitzhak Pindros.
23 MKs supported the proposal, and no one opposed it.
Under the proposal, the obligation to carry an identification plate on electric bicycles and electric scooters will apply, and a database will be established accordingly, which will be used by the Licensing Authority and law enforcement agencies.
In addition, it is proposed to authorize the Minister of Transportation, with the approval of the Knesset's Economics Committee, to establish regulations in this regard.

The explanatory memorandum to the bill states that "in recent years we have witnessed the rise of tens of thousands of electric two-wheeled vehicles, such as bicycles or motorized scooters. These vehicles have the ability to move at high speeds from similar non-motorized vehicles, resulting in many pedestrians as well as cyclists. Many are injured in road accidents. "
"To address this danger and combat the many traffic offenses committed with these tools that endanger human lives, various legislative amendments have been made," the bill said in a statement.
"However, despite legislative amendments, the change in driving culture is minimal due to the difficulty of enforcing vehicles that do not carry any means of identification."
