Passers-by in Münster: 2G will be mandatory in retail across Germany

How great the pressure to act was already evident on the date: Originally, the federal and state governments were not supposed to discuss further steps in the corona crisis until December 9th.
The force of the fourth wave forced those involved to hurry: first there were meetings on Tuesday at short notice, then the conference of prime ministers was brought forward by a week.
Now the new resolutions are in place, and there are noticeable tightening of the corona rules.
In addition, there should now be national regulations on many points, regardless of the incidence.
It is possible that the realization has prevailed that a corona patchwork quilt does more harm than help.
What have the federal and state governments decided?
The overview.
The
2G rule will
apply nationwide for
retail in the
future
, regardless of the incidence.
This means that only those who have been vaccinated and Genesis have access to shops, with the exception of shops for daily needs such as supermarkets or drugstores.
The catalog of the Federal Emergency Brake should serve as a guide as to which shops this includes.
The shops in which the 2G requirement applies must control access.
In
future,
access to events and places in the
cultural and leisure sector
such as cinemas, theaters or restaurants will only be possible for those who have been vaccinated and those who have recovered. It is possible to extend this 2G rule to 2G Plus, i.e. to also prescribe a current test. Exceptions should be possible, for example for people who cannot be vaccinated or children and adolescents.
The 2G or 2G Plus rule should be binding
for
major events
. For indoor events, only a maximum of 30 to 50 percent of the capacity may be used, up to a maximum of 5000 people. The percentage restriction also applies to outdoor events; the absolute upper limit should be 15,000 people. In principle, masks should be worn at major events. In countries with a high infection rate, events have to be canceled or take place without a live audience.
For a long time it was disputed how the
Infection
Protection Act should be supplemented. After the round has been decided, the legislature is asked to amend the rules so that countries and regions with a high infection rate can take additional measures. These would be, for example, closing restaurants, prohibiting the distribution or consumption of alcohol, restricting meetings or hotel accommodation. In addition, the legislature should extend the transition period for protective measures in the Infection Protection Act, which came into force by November 25, 2021, beyond December 15, 2021. These measures should also be able to be ordered regionally or for individual districts.
For
Unvaccinated
future strict apply
contact restrictions
.
Private gatherings - whether in public or in your own four walls - should be limited to your own household and a maximum of two people from another household.
Children up to 14 years are not counted.
These restrictions do not apply to meetings in which only vaccinated and convalescent people participate.
In circles with a 7-day incidence of over 350, upper limits apply to private meetings and celebrations: a maximum of 50 people (vaccinated and convalescent) indoors, a maximum of 200 people outdoors.
In areas with a 7-day incidence in excess of 350,
indoor
clubs and discos
are slated to close.
As in the previous year, a
firecracker ban is to
apply
on New Year's Eve and New Year's
.
Gatherings or gatherings are then also forbidden.
The Union-led countries had put this point on the agenda for a short time, supported by Baden-Württemberg's Green Prime Minister Winfried Kretschmann.
In
schools
, the
mask requirement should
apply
to all grades
.
The federal government is to
initiate
a
facility-
related
vaccination requirement
, for example for employees in hospitals, old people's and nursing homes.
It is welcomed that the Bundestag
wants to vote
on a
general vaccination
requirement in the
near
future
.
It could take effect from around February 2022, according to the decision - by then everyone to be vaccinated could have received their vaccine.
The ethics council should draw up a recommendation on compulsory vaccination.
"Act of National Solidarity"
An expanded
federal-state crisis team
, which the traffic light coalition had announced, is to be located in the Federal Chancellery.
The committee is supposed to identify and resolve problems with logistics, vaccine delivery and distribution.
In addition, a committee of
experts is to be
set up
in the Chancellery
.
It should meet once a week and make joint suggestions.
All people who want this should be able to have the
first, second or booster vaccination
by Christmas
.
According to the draft, this could require up to 30 million vaccine doses.
For this reason, the group of vaccinators is to be expanded to include pharmacists, nursing staff and dentists, for example.
According to the draft, there should be an agreement between the federal and state governments by the end of the year on how the
vaccination status should
be changed if there is no booster vaccination.
The background to this is the diminishing vaccination protection without a booster vaccination.
The new rules are to apply as uniform national minimum standards and are to be strictly controlled, in particular information on the vaccination status.
An "act of national solidarity" will ensure that the number of infections will fall again and the burden on the health system will be relieved.
