The Xinguang Hospital for the Blind submitted a document to the Town Planning Board, requesting that the current site of the hospital in Pokfulam be rezoned from "government, institution or community" land to residential buildings, and the plot ratio will be 1.9 times to be converted into 5 buildings no higher than 9 Floors of residential buildings, with an average area of 1,592 square feet per household, are mostly occupied by 3-bedroom and 4-bedroom households. It is planned to provide another 250 square meters of private open space.
The Shin Kong Blind Home said that in terms of geography, technology, operation and safety, Pokfulam’s school hardware can no longer meet the needs of the visually impaired. In order to improve the home and school equipment, the hospital has found land to rebuild a building in Tung Chung. However, the relocation and development of institutions and schools have resulted in huge financial burdens. Xinguang School for the Blind is one of the special schools in Hong Kong. It has been helping blind students to go to school and providing support.

Zeng Zhijun has been blind since childhood, severely impaired hearing, and weak finger touch nerves. Zeng Zhijun created his own use of lips instead of fingers to read Braille, trying to overcome difficulties.
She later progressed to the Department of Translation and Interpretation at CUHK, and became the first student with multiple disabilities to receive the "Chengming Award", the highest honor of CUHK New Asia College.
