The 13-year-old was acquiring the necessary parts to make weapons that are impossible to trace, according to the police, but one of his operations turned into a tragedy.

A 14-year-old girl from Georgia was killed when her younger brother, who was trying to sell a handgun he had made himself, shot a person who allegedly tried to take the gun without paying, local authorities reported.

A gunshot hit her sister, Kyra Scott, who died when her mother was taking her to a hospital, according to the Atlanta Journal-Constitution.

Both the shooter, 13, and the man who allegedly tried to steal the gun, Yusef McArthur El, 19, were arrested Monday, Douglas County Sheriff Tim Pounds reported and have been charged with murder.

McArthur was booked into the Douglas County Jail, and the 13-year-old remains in a juvenile detention center.

The sheriff said the boy had purchased all the parts needed to make weapons, including semi-automatic weapons, and that he had been selling these pistols irregularly.

On Saturday, two people came to a Douglasville home to buy one of his guns and fled without paying, Pounds said.

Detectives are waiting to know how many guns the 13-year-old man made and whether others in the home knew what he was doing, Mauney said.

The deceased young woman was a student at Chapel Hill High School, where grief counselors were brought in to assist students and staff members.

He had previously attended Lithia Springs High School, Mauney said.
