The Secretary for Security, Tang Ping-keung, announced today (3rd) the number of crimes in the first 10 months of this year. The overall crime rate has increased by 0.9% over the same period last year.
Among the various crimes, indecent assault and rape increased the most, with an increase of 55.9% and 47.8% respectively over the same period last year.
Deng Bingqiang pointed out that in most rape cases, the victim and the defendant know each other, so the authorities have also stepped up publicity, including messages about protecting themselves.
In terms of the number of criminals arrested, both 10 to 15-year-old juvenile offenders and 16 to 20-year-old juvenile offenders fell compared with the same period last year, but the number of unincorporated persons in the Mainland rose sharply by 177.3% to 122.

3% more violent cases year-on-year
Tang Bingqiang pointed out today that the total number of crimes in the first 10 months of this year was 53,340; and the number of violent crimes was 7,980, an increase of 3.1% over the same period last year.
There were 105 cases of various robberies, including bank robberies and real gun robberies, a decrease of 56.6% from the same period last year.
Among the various crimes, indecent assault cases increased the most, with 837 cases recorded in the first 10 months of this year.
Tang Pingqiang said that the number of indecent assault cases on public transportation has also increased, so it will strengthen publicity on how to deal with indecent assault cases on public transportation.
As for homicides, 20 cases were recorded in the first 10 months of this year, an increase of 33.3% over the same period last year.
70% of scams are related to online scams
In addition, fraud cases also surged by 21.2% over the same period last year, recording 15,636 cases.
Deng Bingqiang said that 70% of the fraud cases are related to online fraud cases.
In terms of fraud cases, compensation for dating, online romance, online job search and investment fraud cases ranged from 80% to nearly four times each.
He emphasized that in addition to investigating fraud cases, prevention is also very important. Therefore, the authorities have vigorously promoted and the Anti-Fraud Coordination Center has also successfully prevented fraud cases.

Serious drug crimes increased by 45.3% over the same period last year, recording 1,287 cases.
Deng Bingqiang specifically pointed out the marijuana situation, saying that 348 cases were involved, an increase of 74%, and the number of arrests nearly doubled.
He emphasized that "marijuana itself is a drug. It is addictive and has obvious harm."
Although cannabidiol (CBD) is not currently classified as a drug, police tests have found that many CBD products actually contain tetrahydrocannabinol (THC), which is classified as a drug, and enforcement actions have been taken earlier.
