The National Security Affairs Advisor is the director of the Liaison Office of the Macau Central Committee; the National Security Technical Advisor is the relevant staff of the Liaison Office of the Macau Central Committee.
Liu Zhaojia, vice chairman of the National Hong Kong and Macau Research Association, said that after the implementation of the "Hong Kong National Security Law", Hong Kong's national security mechanism is stronger than that of Macau. Under the dispute between China and the United States, the central government may worry that Macau will become a national security loophole and provide opportunities for Western countries to interfere in China's internal affairs. Therefore, it is necessary to update the national security mechanism in response to the situation.
The responsibilities of the Macao National Security Affairs Advisor are to supervise, guide, coordinate, and support the Macao Special Administrative Region in its efforts to maintain national security.
The "Minato National Security Law" stipulates that national security affairs advisers provide opinions on matters related to the performance of the duties of the Minato National Security Committee.
Liu Zhaojia believes that the responsibilities of the national security affairs consultants of the two places are similar, and "the national security affairs consultant must have a supervisory function."
He said that originally Macau’s national security issues were handled better than Hong Kong’s, and 23 articles of legislation had already been completed. However, after the “Hong Kong National Security Law” was enacted, Hong Kong’s national security system is stronger than Macau. For example, there is a National Security Office in Hong Kong. To further enhance Macao’s ability to maintain national security, thinking that Macao has become a loophole in national security, "the central government is always in the area of national security, and there is no reason for the central government to have no role in Macao."
Liu Zhaojia continued that the United States has stepped up its containment of China. In recent years, more and more foreign capital has entered Macau, or provided opportunities for Western forces to intervene in China's internal affairs. He emphasized that the mechanism for maintaining national security will not stand still and needs to keep pace with the times.
