Where the countries implement the new corona rules more sharply

Contact restrictions for unvaccinated people and 2G in retail: the federal and state governments have decided to tighten the fight against Corona. The implementation is now in some cases very different - and with a delay.

Germany has not gotten its corona situation under control for weeks, now nationally tightened measures are to help.

Top representatives from the federal and state governments agreed on strong restrictions for unvaccinated people on Thursday - among other things, contact restrictions and bans on access to events and now also to the retail trade apply.

In addition, major events are to be limited and a firecracker ban is to be imposed on New Year's Eve.

The measures are intended to help prevent the health system from becoming overburdened.

Several federal states have already implemented the goals of the federal-state round today, Friday.

But some of the new resolutions are very different.

An overview.

Bavaria

The Free State is currently one of the hardest hit by the fourth wave.

From next Wednesday only vaccinated and convalescent people will have access to the retail trade, with the exception of purchases for daily needs.

Another new feature is that the 2G rule also applies to outdoor dining options from Saturday, i.e. access only for vaccinated and convalescent people.

From now on, only "ghost games" will take place in the football stadiums of the national leagues; on New Year's Eve and New Year's Day, gatherings on public streets and squares will be prohibited.

  • More strictly than in the federal-state decision:

    Bavaria also wants to test children in day-care centers for Corona in the future.

    The Ministry of Social Affairs should make a proposal for compulsory testing in the daycare center by Tuesday.

    However, this must be practicable and implementable and must not lead to an overload of the staff.

Baden-Wuerttemberg

The country is introducing a hard limit of 750 participants for major events.

This applies to cultural and sporting events, including Bundesliga games.

For smaller events, a maximum occupancy of 50 percent applies.

  • Stricter than in the federal-state decision:

    In addition to retail, the 2G-Plus rule also applies in all restaurants in the state.

  • Looser than in the federal-state decision:

    The 2G-Plus regulation will be softened.

    Anyone who already has a booster vaccination does not have to be tested in places where 2G Plus actually applies.

Berlin

Contact restrictions for unvaccinated people will come into force on Wednesday: The number of participants in private meetings is reduced to two households as soon as a person who has been vaccinated is present.

The mask requirement in local public transport will also apply on the platforms in the future.

There is also a ban on dancing in Berlin's clubs.

The clubs are not yet closed due to legal issues, "but dancing is no longer allowed," said the head of the Senate Chancellery, Christian Gaebler (SPD).

  • Stricter than in the federal-state decision:

    A significantly lower upper limit should apply to major events, outdoors then only a maximum of 5,000 participants are allowed, in closed rooms 2,500.

Brandenburg

The Brandenburg cabinet does not want to discuss changes to the Corona regulation until next Tuesday - this is currently valid until December 15.

However, the contact restrictions for unvaccinated people, upper limits for private celebrations and major events, which were decided upon at the Bund-Länder-Round, are expected.

Bremen

The Hanseatic city is implementing the federal-state resolutions one-to-one: From Monday, the 2G rule in retail will apply, among other things.

Shops for daily needs, such as grocery stores, drug stores and pharmacies, are excluded.

From Monday onwards, restaurants as well as cultural and leisure events may only be visited by those who have recovered or have been vaccinated.

There will also be new contact restrictions for unvaccinated people.

At private get-togethers, you may only meet with your own household and two other people from another household.

As of Monday, everyone in schools will be required to wear a mask again.

Events may take place in closed rooms with a maximum of 5,000 people, in the open air with a maximum of 15,000.

Hamburg

Stricter corona containment measures will come into force in Hamburg on Saturday.

Then, among other things, 2G applies in retail stores except in shops for everyday needs and contact restrictions for meetings with and between unvaccinated people.

In addition, all dance events are only allowed according to the 2G-Plus model with an additional corona test.

The specifications correspond to the resolutions of the federal-state conference on Thursday and were for the most part already announced and approved by the Hamburg Senate.

  • Stricter than in the federal-state decision:

    The exemption from the 2G rule only applies to children and young people under the age of 16, instead of the usual 18 and over.

    In the future, the rule is to be extended to young people from the age of twelve.

    To justify this, the government pointed out that vaccinations for over twelve-year-olds have been freely available and officially recommended for a long time.

Hesse

The state introduces its regulations on Sunday.

In the retail trade, only those who have been vaccinated and who have recovered may then be admitted.

Unvaccinated people can only shop for daily needs, for "basic supplies", for example in supermarkets, drugstores or pharmacies.

  • Stricter than in the federal-state decision:

    Despite 2G, there is again a mask and clearance requirement for pubs, in the leisure sector, for body-hugging service providers and businesses.

    Usually, vaccinated and genesis patients no longer have to wear the mask in 2G locations.

  • More loosely than in the federal-state decision:

    Unvaccinated people may only meet a maximum of two households in the future.

    But that is more gracious than decided by the federal and state governments: There, the contact restriction for unvaccinated persons applies to a maximum of two individuals.

Mecklenburg-Western Pomerania

The new resolutions of the Prime Minister's Conference on Thursday are to be implemented in the cabinet meeting on Tuesday with the change to the Corona state regulation.

  • Stricter than in the federal-state decision:

    In Mecklenburg-Western Pomerania, unlike in the federal government, an epidemiological situation decided by the state parliament still applies - and with it strict rules.

    For example, cinemas, theaters, museums, Christmas markets, tourist offices, swimming pools or dance schools should be closed as soon as the state's own Corona traffic light shows the red warning level for seven consecutive days.

    Most recently it went back to orange after several days on red.

    Events indoors and outdoors should generally be prohibited.

Lower Saxony

From Wednesday, the new resolutions of the Bund-Länder-Round should apply, i.e. 2G in retail and contact restrictions for unvaccinated people.

At the same time, warning level two already applies in many regions of the state: According to this, even vaccinated and recovered people only have access with an additional test (2G Plus) in restaurants, sports and events.

  • Looser than in the federal-state decision:

    The 2G-Plus regulation will be softened.

    Anyone who already has a booster vaccination does not have to be tested in places where 2G Plus actually applies.

North Rhine-Westphalia

In North Rhine-Westphalia, from this Saturday on, only those who have been vaccinated and recovered will have access to retail.

The only exceptions are shops for daily needs, such as supermarkets or pharmacies.

Clubs and discos in NRW have to close from this Saturday as well.

2G will apply to Christmas markets in the future.

The number of spectators at sports, cultural and other major events must generally be reduced to 30 percent of their actual capacity from Saturday.

In addition, the total number of spectators in the outdoor area is capped to a maximum of 15,000, in closed rooms to 5,000. As long as this cap is not exceeded, up to 50 percent of the total capacity can be used.

Rhineland-Palatinate

From Saturday, unvaccinated people are only allowed to meet people from their own household and two people from another household.

Originally, Rhineland-Palatinate wanted to be even stricter and only allow one person from a different household, but then adapted to the regulation agreed there after the Prime Minister's Conference.

Saarland

The Saarland had already enforced its own tightening on Thursday.

For example, the 2G obligation will be introduced for the retail trade - with the exception of shops that provide basic services.

Otherwise the rules are stricter than those decided at the Prime Minister's Conference.

  • Stricter than in the federal-state decision:

    Unvaccinated people are only allowed to meet one other person in public and private spaces, with the exception of their own household.

    The 2G-Plus regulation will apply in the future in restaurants, hotels, body-hugging services, in swimming pools, thermal baths and saunas, in indoor sports and for all cultural institutions and events.

    This also applies to outdoor leisure activities such as in amusement parks and amateur sports, as well as in dance schools, fitness studios and outdoor catering.

Saxony

In the federal state with the currently highest incidence, only 2G has been in force in many areas for a long time.

The serving and consumption of alcohol is prohibited in public places.

The 2G rule also applies to retail.

Exceptions are, for example, supermarkets, drugstores, pharmacies and shops for pet supplies.

With the exception of libraries, all cultural and leisure facilities are closed.

A 2G certificate is required for restaurants.

In regions with a weekly incidence of more than 1000, night curfews are due.

Members of a household are only allowed to meet with one other person.

Saxony-Anhalt

The state wants to implement the federal-state resolutions at the beginning of the week: In addition to the already existing 2G regulations in culture and gastronomy, 2G will also be available in retail from Monday, with the exception of shops for daily needs such as supermarkets and drugstores, but also construction and Garden centers.

In addition, there should be contact restrictions for unvaccinated people.

There will be upper limits for major sporting and cultural events.

Discos are said to be closed when the incidence value exceeds 350.

For private meetings of vaccinated and convalescent people, there is a limit of 50 participants indoors and 200 people outdoors.

Schleswig-Holstein

As envisaged in the federal-state resolution, shopping for unvaccinated persons is only possible in shops for daily needs, such as supermarkets, drugstores or pharmacies, from Saturday.

Further restrictions in the north are to follow in mid-December, when the number of visitors to major events such as football matches is to be reduced.

For tourist overnight stays as well as in discos, clubs and bars, 2G plus should then apply.

Only those who have been vaccinated and those who have recovered are admitted and they must also show a negative corona test.

Private get-togethers in which non-vaccinated and non-recovered people take part will in future be restricted to one's own household and a maximum of two people from another household.

Thuringia

Along with Saxony and Bavaria, Thuringia is one of the federal states most severely affected by the current wave of infections.

Even before the new federal-state round, tough restrictions applied, including nationwide 2G, including in restaurants, retail, hotels and events.

Folk festivals and Christmas markets are forbidden, and there is a curfew for those who have not been vaccinated from 10 p.m. to 5 a.m.

You are also allowed to meet a maximum of two other people who are not part of the household.

With a view to the new federal-state resolutions, experts already warned: "It is a mistake to exclude contact restrictions for vaccinated people," said the virologist Klaus Überla the editorial network Germany.
