Lam Cheng said that the anti-national religion, Occupy Central, Hong Kong independence, and anti-regulation incidents were rooted in the failure to fully implement the one country, two systems system since the reunification. Fortunately, the central government responded decisively.

She specifically mentioned that the CCP’s third historical resolution passed by the Sixth Plenary Session pointed out that the central government took both the symptoms and the root causes in order to make Hong Kong go from chaos to governance, and to lay a solid foundation for the stability of one country, two systems.

At the symposium, Zhang Yong, deputy director of the Legislative Affairs Committee of the Standing Committee of the National People's Congress and deputy director of the Hong Kong Basic Law Committee, will also deliver a keynote speech.

The dialogue session will be hosted by Fan Xu Litai, University of Science and Technology Adjunct Professor Lei Dingming, and former NPC representative Liu Peiqiong will discuss how Hong Kong can better implement "One Country, Two Systems" under the framework of the Constitution.
