Zeng Guowei said that the relevant provisions of the Constitution clearly stipulate that the country shall establish special administrative regions and their systems when necessary. This is the legal source and constitutional foundation of the Hong Kong Special Administrative Region and "One Country, Two Systems".
He quoted Luo Huining as saying that there was a turmoil in the amendments in 2019, saying, "Just imagine if there is no country to promulgate and implement the "Hong Kong National Security Law" in time, what will Hong Kong look like today?
