Sputnik news agency quoted Ulyanov as telling reporters: "Western partners had a strong impression that the Iranian side proposed a fundamental change and radical amendments to the draft nuclear document, which was agreed upon during the previous six rounds... Ulyanov also pointed out that there is a rule in the nuclear talks in Vienna that “there is no agreement until everything is agreed upon, meaning that adjustments and changes in the situation are always possible, but it is desirable that these adjustments be calculated and do not turn into an obstacle in the way of progress. The situation is dramatic.”

He added, "The Iranians' demand for guarantees is clear and fully justified...
