A report by the Knesset's Information and Research Center reveals that in 2021, the Israel Police opened 105 cases of extortion, 39% of them in the Northern District. The total number of extortion offense cases opened by the police in the first half of 2021 reached 783. However, the center stressed that due to the underreporting of sponsorship extortion, these data "do not necessarily indicate the extent of the actual offenses, but only the extent of cases opened during the said period and located in the manual examination carried out by the police."

According to the report, which deals with the scope of the phenomenon of protection in Israel, there is currently no designated offense section in the law that prohibits the extortion of sponsorship fees. The center describes the phenomenon as an "arrangement" between a business owner and an organization that blackmails him. As part of the arrangement, the extortionist pays the organization, or its representatives, and in return the organization protects him from crime, including crimes caused by the extortionist himself. In cases where the business owner does not cooperate and refuses to pay the sponsorship fee, the extortionist harms him. In some cases the victim pays sponsorship fees even if not actually harmed,Just because of the fear of the blackmailer.

The Information Center appealed to the State Attorney's Office to obtain data on the extortion of sponsorship fees, and was told that reliable data could not be produced on this question, since the law does not have a designated offense section for this type of crime.

The sections used by the enforcement system to deal with the phenomenon are extortion and extortion, which carry a penalty of up to nine years in prison, and taking property for extortion, which carries a penalty of up to one year in prison.

In December 2020, the police announced that a division in Blade 433 had been converted to deal with extortion of sponsorship fees.

According to the announcement, the unit that was given the name of the Sadah faction numbered dozens of intelligence officers, investigating investigations designed to eradicate the phenomenon.

Police have criticized the punitive policies of offenders extorting sponsorship fees, which it claims are too lenient.

According to her, the prison sentences are short and ineffective, and they cause frustration among the victims that leads to reporting.

The police also recommended defining sponsorship extortion as a separate offense in the Penal Code.

MK Amichai Shikli from the right, who commissioned the report from the Knesset Research Center, criticized the State Attorney's Office and said that "a proper democratic regime can not function when one authority sees itself as detached and not accountable to the other authorities." , Systematically, beeps at Knesset members and the Knesset Research Institute and disrupts the proper administration of the State of Israel.

It is not surprising that in the disturbing survey conducted by the University of Haifa, it receives only 5% of public trust. "
