According to the "Report on the Poverty of Ethnic Minorities in Hong Kong in 2016", the South Asians are mostly grassroots families, and the youth enrollment rate is relatively low. Due to limited education, most people are engaged in grassroots jobs.

The report shows that after the policy intervention (constant cash), there were 19,500 ethnic minority households and 44,700 poor people that year, and the poverty rate was 17.6%.

For poor households, low-income allowance is one of the important benefits.

Zhang Fengmei, the director general of Rongle Club, said that based on her experience, many ethnic minority families are not aware of low-income allowances. Some of them are immigrating to Hong Kong and have limited Chinese and English skills. It is difficult to fill out the application form on their own and needs the help of social workers. .

Quite a large number of large families have only one or two working people and their income is limited. For them, if there is no government's constant cash subsidy, their lives will only get worse...
