On Tuesday, the Bundestag will discuss the planned corona vaccination requirement for staff in clinics and nursing homes for the first time. Protection of the constitution and interior ministers of the federal states fear more protests.

Even before the traffic light coalition governs, the planned changes to the Infection Protection Act will be discussed in the Bundestag on Tuesday.

The goal is to reach a resolution this week to break the fourth corona wave.

The Federal Council will therefore hold a special session on Friday.

Among other things, there are plans to make vaccinations mandatory for staff in clinics or nursing homes.

The SPD, Greens and FDP also want vaccinations to be carried out by dentists and pharmacists in the future.

The countries should also be given the opportunity to take stricter corona measures such as restaurant closings in hotspots.

Interior ministers and the protection of the constitution are warning of a further escalation of the protests against the corona measures in the event of a general compulsory vaccination.

"Indeed, I fear that the compulsory vaccination could further fuel the protests," said Brandenburg Interior Minister Michael Stübgen (CDU) the newspapers of the editorial network of Germany (RND).

His counterparts from Saxony-Anhalt, Saxony and Bavaria made similar statements.

The interior minister from Saxony-Anhalt, Tamara Zieschang (CDU), made a similar statement to Stübgen: "Since the beginning of the corona pandemic, it has been observed that tightening corona containment measures has resulted in more protests and demonstrations."

"This is a dramatic situation that has worsened again in the past few weeks," said Saxony's Interior Minister Roland Wöller (CDU) in an interview with RTL.

"We have to take note that the protest is increasingly charged with hatred and violence."

The head of the protection of the constitution in Brandenburg, Jörg Müller, warned in the RBB that known right-wing extremists would infiltrate the demonstrations against the Corona measures.

"I would not go so far that every citizen who takes part in a demonstration with such extremists also violates the free and democratic basic order," said Müller.

But well-known actors »like the AfD or the extremist association› Zukunft Heimat ‹« would always manage to bring thousands of people onto the streets like this.

These are the planned changes

The draft law, which was announced in advance, provides for a so-called facility-related vaccination obligation to be introduced on March 15, 2022: Employees in clinics, nursing homes, medical practices, emergency services or maternity facilities are affected. After appropriate training, pharmacists, veterinarians and dentists should also be entitled to vaccinate people aged 12 and over for a limited period. The points in detail:

  • Special vaccination requirement: In facilities such as clinics or nursing homes there are "still relevant vaccination gaps after a vaccination campaign lasting several months," according to the dpa draft.

Employees should therefore prove their complete vaccination or recovery by March 15 - or submit doctor's certificates that they cannot be vaccinated.

It should also apply to personnel in medical practices, emergency services or maternity facilities.

  • More vaccinations: In addition to doctors, pharmacists, veterinarians and dentists should also be entitled to vaccinations for people aged twelve and over for a limited period.

Medical training and suitable rooms or involvement in mobile vaccination teams should be a prerequisite.

Sample training concepts should be developed by December 31st.

  • Stricter regional measures I: In the event of a very critical situation, the states - if their parliaments so decide - should be able to impose tougher restrictions on leisure or sport. Exit restrictions, general business and school closings are excluded after a first traffic light law - now, according to the draft, it should be specified that meetings and events that are not protected demonstrations can be prohibited: especially larger sporting events. It should be clarified that it is possible to close restaurants and bans on congresses, for example - but not fitness centers and swimming pools.

Stricter regional measures II: Shortly before the end of the "epidemic situation of national scope" on November 25, individual countries had decided on more comprehensive, tougher measures on this old legal basis.

These can remain in force until December 15th.

According to the draft, this deadline will be extended to February 15.
