"How to restore France to an economic power thanks to a policy of productive recovery"

The goal to be achieved is simple and represents an immense challenge: to re-establish France as a major economic power, within a sovereign Europe, thanks to a policy of productive recovery.

However, only a serious boost can allow the country to recover.

I am proposing here a platform which can bring together the forces of the right and seduce the individuals of the left who want to preserve a secular and republican France.

Two contracts must be made explicit during the presidential campaign: productive and social.

The national research and development effort must quickly tend towards 3% of the GDP.

It is necessary to create twenty university colleges, of 10,000 students each, of digital training including coding and computer design and production services.

Reindustrialisation through innovation, digitization and robotization of the production system is an urgent necessity.

The share of French manufacturing industry has fallen by 20% in euro area exports, by 30% in France's GDP and our share in world exports of goods and services has fallen by 40% over the past 20 years. last years.

The government has announced a France 2030 plan, with 30 billion euros deployed over 5 years to achieve 10 objectives by 2030 in order to decarbonize what remains of industry and promote innovation. This plan is more of a communication tool than a reindustrialization strategy. The latter involves the creation of a Ministry of Industry, Energy and Innovation with control over research and development policy, scientific and technical training, and massive encouragement for digitization and robotization of agriculture, industry and services to double the increase in national productivity to allow the country to quickly regain growth of 2% per year. The allocated budget must be 30 billion euros per year,to be compared to the social protection budget of 850 billion euros in 2022.

The corporate tax rate must come back to the European average.The final withholding tax should become compulsory at the rate of 25%. The transfer of businesses should be facilitated.

These two contracts would establish a new attractiveness of the country.

for the mobilization of the country. The pension reform (64 years of retirement age) should save 25 billion euros compared to the current trend after 6 years. The transformation of social minima in support of the resumption of an activity, could make it possible to put 1 million people back to work over the same period, which would improve public finances by 15 billion euros (reduction in benefits and increase in contributions ). After 6 years, the improvement is 40 billion euros per year (25 + 15).

The school reform, taking into account the achievements of science over the past twenty years, should make it possible to ensure that all students master the three skills - reading, writing, arithmetic - at the end of CE1.

A considerable effort to train primary school teachers, a renovation of technical teaching and the professionalization of the superior will have to be financed by budgetary supplements reaching 10 billion euros after 6 years.

These two contracts would establish a new attractiveness of the country.
