Sheetrit requested the Ministry of Defense's response to the takeover of land in Judea and Samaria, and in response Gantz replied in a letter that: Not licensed for agricultural purposes. '
He later wrote:
"Part of the issue of land takeover is related to the lack of adequate planning for the Palestinian population, so I am working to promote building permits for Palestinians in Area C as well, which are essentially a proper series of existing Palestinian settlement in a way that does not endanger Jewish settlement."

Meir Deutsch, director general of the Regavim movement, said in response: "This document shows that the current defense minister has not the slightest hint of a strategic understanding of this event. It is no less than the Yom Kippur of the current defense ministry."
