»Concerns all places subject to the CGLPL: prisons, psychiatric hospitals, administrative detention centers (CRA), closed educational centers (CEF), but also places for short stays - such as childcare facilities. sight or detention, jails and court deposits or psychiatric emergencies.

", warns the report.

Concerning the premises of police custody, the CGLPL considers that these places leave traces on the imprisoned people "

because of the lack of hygiene, the faulty maintenance and the over-occupation of the premises

Already unacceptable and scandalous in normal times, this situation is even more so when the Covid-19 pandemic is rife. There are new and well-designed premises, but they are not always sufficient to guarantee an acceptable reception

People must have easy, permanent and independent access to isolated toilets and to a drinking water point, day and night.

They must be offered a shower, a hygiene kit and a mirror to ensure their personal hygiene, as well as a clean mattress and blanket in good condition,

”recommends the CGLPL.

A "perverse effect"

These recommendations echo a recent decision by the Council of State which ordered the Ministry of the Interior to improve access to hygiene in police custody. Regarding psychiatric hospitals, the CGLPL notes that "

the request for admission to care without consent is too often seen as the most effective solution to hospitalize an agitated patient whose management by an emergency service is not suitable

". “

The admission status of a patient to care without consent does not imply that he is necessarily placed in a closed unit

no patient in free care should be locked up

".
