On the other hand, he has implemented a mitigating policy in deleting a criminal record for offenses for which he was convicted before their military service and Ethiopians who have been previously convicted of offenses of public disorder.
Since taking office, in July 2021 the President has granted 104 pardons and rejected 431 applications.
Among the requests that were answered were shortening prison sentences, deleting offenses and statute of limitations and requests for a life sentence.
The powers of the President of the State in connection with the granting of pardons are vested in him within the framework of his office.
The requests come to his desk only after they have been examined in the Pardons Department of the Ministry of Justice, or alternatively in the Military Prosecutor's Office.
There, the applications are examined through various opinions of the IPS, the police, the welfare service, etc. From there, the applications are reviewed by the Minister of Justice or the Minister of Defense when it comes to military offenses.
