Surrogacy: Emmanuel Macron reaffirms his "red line"

Asked by the CIAMS, an international coalition of feminist associations opposed to this practice, the President reaffirmed, in a letter, that there was "no question of authorizing surrogacy in France".

 : the President of the Republic Emmanuel Macron wished to reiterate his position, in a letter dated October 22, 2021 and disseminated Thursday, December 9 by the CIAMS, an international coalition for “the abolition of surrogacy”.

This collective brings together around forty feminist associations from thirteen countries around the world.

The missive, signed by Brice Blondel, Emmanuel Macron's chief of staff, would not have arrived at the CIAMS until

This letter actually responds to another letter from the CIAMS, sent on July 9 to the Élysée.

In this letter, which

was able to consult, the co-presidents of CIAMS, Marie-Josèphe Devillers and Ana-Luana Deram, asked to be received by the President of the Republic in order to be able to explain to him

"the importance of guaranteeing, to all levels (national, regional, international) the abolition of surrogacy ”

. The activists began their missive with this denunciation:

"the bioethics bill was the occasion, for the supporters of the commodification of the bodies of women and children, of systematic attempts to legalize surrogacy"

. They thus denounced

“very present also at European and international level”.

The CIAMS mentioned in particular its concern about France's participation in a group of experts meeting regularly on the subject of surrogacy at the Hague Conference on Private International Law.

The stated objective of these meetings is to harmonize national laws on parentage for children born from this practice.

, wrote the co-presidents of the CIAMS to Emmanuel Macron.

While France is due to take the rotating presidency of the EU in early 2022, they asked the Head of State to

was able to consult in its entirety, Emmanuel Macron, through the voice of his chief of staff, defends the way in which the debate on questions relating to the bioethics law took place, citing the Estates General of bioethics, the opinion of the Council of State, and that of the National Consultative Ethics Committee - which also spoke out firmly against surrogacy. He defends a

"constant concern for balance"

in the text of the law,

"with strict respect for human dignity, free choice and the collective interest"

Recently, CIAMS mobilized in front of the “Désir d'enfants” trade fair in Paris, in which foreign agencies offering surrogacy services to potential French clients participated.
