Authorities in Ukraine said tonight (Friday) that Moscow had rejected a series of measures proposed by Kiev to lead to a ceasefire on the eastern border - including the exchange of prisoners, the opening of border crossings and the expansion of the joint communications center.



Neighbors accuse each other of blocking the peace process in the Donbas region of eastern Ukraine where a battle has been going on since 2014 between the Ukrainian army and Russian-backed forces.

"Unfortunately, all initiatives by the Ukrainian side have been rejected by the Russian Federation with forced excuses," the Ukrainian delegation said in a statement to the Tripartite Liaison Group - which includes Russia and the Organization for Security and Cooperation in Europe.

Meanwhile, a senior US administration told Reuters that night President Joe Biden did not promise any concessions to Russian President Vladimir Putin in a conversation the two had held this week on the subject of the Russian military reliance on the border of Ukraine.



According to the official, Biden held talks on Thursday with separate Ukrainian President Vladimir Zlansky and with NATO allies in Central Europe to discuss his conversation with Putin.

He added that Biden had made clear to NATO members its commitment to Article 5 of the Convention, according to which an attack on a single ally means an attack on all of them.

In a conversation between Biden and Putin on Tuesday, the US president warned that Washington and its allies would respond with strong economic and other measures if Russia invaded Ukraine, while Putin demanded guarantees that NATO would not spread east.



Relations between Washington and Moscow are at an unprecedented low since the end of the Cold War and the fall of the Soviet bloc in the early 1990s, and Russia is concentrating tens of thousands of troops on the Ukrainian border.

The Kremlin denies that it has the intention to attack the neighbor to the west, but warned that accession to NATO and the deployment of offensive systems on its territory are "red line" in terms of Moscow. No reports of a breakthrough in talks, but the sides agreed to continue communicating with each other.



According to the Kremlin, the Russian president demanded Reliable and legally binding guarantees against the expansion of the Western military alliance towards Russia, and protested against NATO's attempts to "develop" the territory of Ukraine.

The White House said Biden had not made such promises.
