Tan Xiangwen, a candidate for the Kowloon Central Constituency, wrote to Chief Executive Carrie Lam Cheng Yuet-ngor earlier, asking for amnesty for those prosecuted or convicted of the anti-revision movement.
Lam Cheng Yuet-ngor replied the day before (9th) that the amnesty is a departure from the principle of the rule of law, emphasizing that the Basic Law stipulates that all prosecutions should be carried out by the Department of Justice without interference by any person, including the Chief Executive.

Carrie Lam replied to Tan Xiangwen, saying that he received two mails from her, reiterating that he has repeatedly pointed out that the rule of law is an important cornerstone of Hong Kong’s success. The request for amnesty for those who violate the law deviates from the principle of rule of law. The Basic Law stipulates all prosecutions. It is made by the Department of Justice without any interference. No matter who, including the Chief Executive, will interfere with the investigation work of the Police Department, the prosecution work of the Department of Justice and the ruling work of the court.
Tan Xiangwen wrote to Carrie Lam earlier, asking her to use her power to amnesty people who have been sentenced to two years or less in prison for the anti-regulation movement; those who have been sentenced to more than two years in prison but did not involve wounding should also receive a half sentence.
As for those who are still in the judicial process and have not been convicted, Tan Xiangwen advocated that the Attorney General's discretion consider not providing evidence for prosecution.
She sincerely hopes that the SAR government can show goodwill and let Hong Kong start again.
