Lam Cheng refuses to amnesty people who oppose the amendment of the law

Tan Xiangwen, a candidate for the Kowloon Central Constituency, wrote to Chief Executive Carrie Lam Cheng Yuet-ngor earlier, asking for amnesty for those prosecuted or convicted of the anti-revision movement.

Lam Cheng Yuet-ngor replied the day before (9th) that the amnesty is a departure from the principle of the rule of law, emphasizing that the Basic Law stipulates that all prosecutions should be carried out by the Department of Justice without interference by any person, including the Chief Executive.

Tan Xiangwen criticized Lam Cheng's nonsense when receiving "Hong Kong 01" inquiries, and emphasized that the right to amnesty is written in black and white in the Basic Law. The right to amnesty is listed in Article 48(12) of the Basic Law. The functions and powers that the Chief Executive can exercise include "pardon or reduce the punishment of criminal offenders."

Tan Xiangwen emphasized that Carrie Lam is obliged to show his goodwill. However, the whole government tends to deal with it coldly.

Tan Xiangwen wrote to Carrie Lam earlier, asking her to use her power to amnesty people who have been sentenced to two years or less in prison for the anti-regulation movement; those who have been sentenced to more than two years in prison but did not involve wounding should also receive a half sentence.

As for those who are still in the judicial process and have not been convicted, Tan Xiangwen advocated that the Attorney General's discretion consider not providing evidence for prosecution.

She sincerely hopes that the SAR government can show goodwill and let Hong Kong start again.
