The budget of the city of Moosburg has now been decided with extremely mixed feelings.

Previously there were cautionary voices in the city council debate.

- Sometimes the opinions were far apart, but in the end there was great agreement: After weeks of work on the Moosburg budget, this was now unanimously decided by the city council. It was agreed that this would move the city of three roses forward - and the committee also agreed that difficult decisions about direction would have to be made soon.

After several meetings of the finance committee (for

), the budget with a total volume of 85.5 million euros was finally approved by the city council.

Even if some city councilors had stomach ache, the 47.4 million euros in the administrative budget and 38.1 million euros in the property budget were decided.

The discussion was about the infrastructure, the imbalance and looming mountains of debt.

In the past few weeks, the city budget was discussed in the finance committee.

It came up that Moosburg now has to tap into its savings despite financially good coping with the Corona crisis.

In addition, many applications were discussed - and on various topics from adventure playgrounds to outdoor pool renovation, it was decided what one can and wants to afford.

At the end of the deliberations, there was still a lot of approval for new leisure areas: These were bank recreational areas and youth facilities.

Infrastructure

With the budget, 13.1 million euros will be withdrawn from the reserve, plus 15 million euros in borrowing.

The “record budget” (Mayor Josef Dollinger) lives well above his means.

This also gives most councilors a stomachache, but in the end the positives outweighed all of them.

The magic word was "Infrastructure": The major projects with the completion of the indoor swimming pool and the children's home in the Amperauen as well as the implementation of the all-day school in the Anton Vitzthum Primary School are significant progress for the Moosburg infrastructure.

All sides of the city council emphasized the progress and Philipp Fincke (FDP) clearly stated that there was a lot of catching up to do in terms of infrastructure.

3. Mayor Michael Stanglmaier (Greens) clearly stated that “this budget is not financed by bubbling income, but by loans”.

In financial planning, at the end of 2025, there are 67 million euros in debt "and that is then a critical situation".

On the other hand, local boss Dollinger compared the development this year, because the loans were reduced by 5.8 to 14.5 million euros.

CSU spokesman Rudolf Heinz also made an announcement: "In the medium term, we need a change in our budget planning and structure."

The basis of the municipal budget is the transfer of the surplus from the administrative budget to the asset budget in order to be able to shoulder investments with the money.

As in the current year, the city of Moosburg will have to use money from the asset budget to balance the administrative budget in 2022.

Everyone knows that this unauthorized and only tolerated procedure will soon have to be reversed.

The CSU parliamentary group indicated that a lot had to be scrutinized and that fee increases were inevitable.

Key assignment

A significant increase in income for 2022 is alarming at the same time: The key allocation will increase from 2.3 to 3.0 million euros in the coming year, and thus the underfunding of the administrative budget will decrease to 1.6 million euros.

"The key allocation is social assistance for municipalities," warned Michael Stanglmaier, "and we are front runners in the district."

That is why Josef Dollinger also addressed the industrial area in the Amperauen and a Degernpoint extension in order to stabilize and increase trade tax income in the medium term.

This was also underlined by the Free Voters parliamentary group spokesman, Reinhard Lauterbach: “Due to the low interest rates, we can afford this budget.

But we are not a Gallic village and neither are we the European Central Bank. "
