Chatting with a friend about the current situation, the friend spent 60,000 yuan on the wart, and the other spent 20,000 yuan.

They all buy insurance, and they don't have to pay the full bill in their own pockets.

The author does not comment on whether it is reasonable to spend tens of thousands of dollars to shoot warts, but the difference in price is staggering.

According to the government's public health expenditure data, the total local medical and health expenditure in 2019-20 totaled 189.624 billion Hong Kong dollars, and the average annual expenditure per person reached 25,258 Hong Kong dollars.

In the past three decades, Hong Kong's medical and health expenditure has continued to rise sharply.

In 1989-90, the total local medical and health expenditure was only 20.024 billion yuan, and the average annual expenditure per person was 3522 Hong Kong dollars.

The total expenditure on medical and health care has increased at an average annual rate of 5.6% over the past 30 years, which is greater than the average annual GDP growth of 3.4% during the same period.

To be fair, the Government has also invested a lot of resources for such a huge medical expenditure in Hong Kong.

In 1989-90, public medical and health expenditure only accounted for 40.5% of the overall expenditure. By 2019-20, it had risen to 53.5%, a total of 101.527 billion yuan.

The percentage of total healthcare expenditure to GDP has also increased from 3.6% in 1989-90 to 6.8% in 2019-20, of which 3.6% is public healthcare expenditure and 3.1% is private healthcare expenditure.

With so many resources, the effect is also there.

Since 2018, Hong Kong has been the region with the highest life expectancy in the world for two consecutive years. In 2019, Hong Kong women averaged 88.13 years old, men averaged 82.34 years old, and average life expectancy was 84.7 years.

However, Hong Kong's medical system also sees many areas for improvement.

In the public sector, there are ridiculous waiting times, medical accidents, manpower shortage, and overcrowded hospital beds; in the private sector, there are expensive charges, opaque prices, and no division of medicine.

Faced with the aging population and the rejuvenation of chronic diseases, how much resources do we need to invest?

Is the current expenditure well and well used?

In fact, this is not a problem unique to Hong Kong, and all parts of the world are facing the same troubles.

Health agencies in various countries are discussing solutions. The WHO has proposed the following principles for prudent medical revenue and expenditure:

1) Collect resources: usually collect resources through taxation, insurance, etc.

2) Pooling: redistribute resources to increase equality

3) Strategic purchasing: Refers to how the government allocates resources to purchase medical services that are most beneficial to the public at a suitable price

In the past 30 years, Hong Kong has discussed different medical reforms and medical financing plans, but they all failed.

In terms of resource collection, such as relying on Hong Kong's low tax system, it is difficult to deal with long-term poverty.

The government uses 53.5% of its public resources to reduce social inequality, and it is also difficult to support it alone. Strategic procurement is inadequate.

Where we are going in the future, we might as well think based on the above three points.

"Hong Kong 01" "01 Medical Clinic" cooperates with the Hospital Authority to publish a column "Garden Tour" written by medical staff every Wednesday.

Xinglin.

"Xinglin" comes from the story of Dong Feng, a famous doctor in the Three Kingdoms era. Later generations praised the medical care with "Xinglin". Four Xinglinzhong from the Hospital Authority led a tour of the Xinglin Grand View Garden. They counted Xinglin people and Xinglin affairs through text and shared The reason for the little bit of Xie Zhong.
