The departmental council of Haute-Garonne voted, on December 14, to experiment with basic income for young people aged 18 to 24, subject to the approval of the prefecture within two months of the decision.
A refusal is possible because the National Assembly rejected in 2019 the proposed basic income experimentation law brought by 18 departmental councils.
In Haute-Garonne, 1,000 young people will be drawn by lot according to a representative panel (urban, rural, students, unemployed, etc.) of the 146,100 young people aged 18 to 24 in the department, 37% of whom do not receive any assistance.
From March 2022, they will receive a monthly allowance of 350 or 500 euros per month depending on their tax income, for 18 months.
The department plans to devote a maximum of 9 million euros to the device.
