The Parliament definitively adopted Thursday, by a last vote of the Senate, the delicate reform of the regime of penal irresponsibility, which follows the case of Sarah Halimi, Jewish sexagenarian killed in 2017 by a heavy user of cannabis who could not to be judged.

The bill, adopted by a show of hands without the voices of the left, was requested in April by President Emmanuel Macron after the strong emotion aroused by the absence of a trial in this case.
It provides for two exceptions to criminal irresponsibility.
