In the end, the municipal council commissioned the administration with 24: 3 votes to submit a funding application for the “Municipal flash flood risk management” program.
From Kössinger's point of view, the program promises effective and at the same time economical protective measures against torrential heavy rain. 75 percent of the costs will be borne by the Free State, the rest by the municipality: In coordination with the Weilheim Water Management Office, the costs for municipal flash flood risk management are estimated at 150,000 euros, civil engineering engineer Beatrice Bruns explained in the presentation for the meeting. A contribution of 37,500 euros remained with the community. The concept concerns precautionary measures on third-order waters, such as the small Reßbach in Unterbrunn.
"If we take part, we have a concept, but not a measure," criticized Anne Franke (Greens). The program is therefore more suitable for cities like Landshut, which was last inundated by heavy rain in June. She therefore recommends that the Würmtalkommune Gauting invest the 35,000 euros in specific technical protective measures. “But then we don't know where,” replied Maximilian Platzer (CSU). In Gauting, too, cellars have already been filled with flash floods. For example, residential areas near Würm, such as the Badviertel, are at risk. Even when designating new development areas, mapping for flash flood risk management is "money well invested", said Platzer.
Houses on a hillside are generally at risk from flash floods, added Mayor Kössinger. From their point of view, protective measures only make sense "if we know where". Ex-fire brigade commander Richard Eck (UBG) recalled: When the hailstorm occurred in the summer of 1984, building yard employees “had to use the wheel loader” on the Bahnhofsberg to remove “a 25 to 30 centimeter layer” of hail stones “and had no idea where to start should".
In the first step, the water management office should therefore name the risk areas, said Stefan Berchtold (MfG / Piraten). He thought of the measures that had already been started on the Reßbach in Unterbrunn. But these are "two pairs of boots," said Kössinger. The small Reßbach is being prepared for the "flood of the century". But regardless of the location on the water, even the Bahnhofsberg could suddenly turn into a raging river in the event of heavy rain. Finally, the town hall cellar was full - "and we were just able to save our IT". Risks of soil sealing including seepage would also be assessed via the funded concept, assured the mayor when asked by Dr. Matthias Ilg (Greens). "There are endangered heavy rain areas that we don't even know," he said. For example in the valley of the Buchendorfer Berg.
When asked by Anne Franke, Kössinger assured: "Immediate measures by the fire brigade and the funding application are not mutually exclusive."
