Statistically speaking, in Germany a woman is killed every two and a half days by an act of violence by her partner or ex-partner.
The government now wants to intensify the implementation of the Istanbul Convention for the Protection of Women, said Spiegel.
Ten years ago, on May 11, 2011, the first globally binding agreement against violence against women was passed - in Istanbul.
The international treaty obliges the member states to take action against gender-based violence.
In other words, violence that is specifically directed against women because they are women or that affects women disproportionately - from sexualized harassment, rape, stalking, female genital mutilation to forced marriage, forced sterilization or psychological violence.
More shelters planned in women's shelters
In the Istanbul Convention, the countries involved undertake to combat violence against women at all levels of government and to provide those affected with protection and support.
In Germany, the rules came into force in 2018.
"If you take the convention really seriously, the whole system of protection and support for women and their children will be placed on a completely different basis, including from a financial point of view," said the minister.
The government also plans to create more shelters in women's shelters.
As the newspaper reported, citing information from the Federal Criminal Police Office, a total of 245 homicides were committed against women in 2019, including 125 murders and 120 cases of manslaughter.
