Participation qualifications
Applicants must meet the following eligibility criteria:
1) Receiving assistance from the Comprehensive Social Security Assistance (CSSA) Program of the Social Welfare Department
2) Be 65 years old at the time of approval
3) Not living in residential care homes for the elderly without owning a smartphone
4) Referred by the social workers affiliated to the 12 participating social welfare organizations of the Elderly District Center and the Elderly Neighbourhood Center, and approved by the relevant 18 Elderly District Centers

How long will it take for a smartphone to be issued after successful approval?
Elders can generally pick up their smartphones and local stored-value cards at designated senior regional centers within two weeks of receiving notification from regional centers for the elderly. For the specific time, please check with their regional centers for the elderly.
How long is the plan?
The plan is to start in December 2021. Depending on the needs of the elderly and the supply of mobile phones, the elderly district center will arrange for the elderly to receive them in batches as soon as possible. It is expected to be completed by the end of January 2022.
