"Foreman" Xu Guiduan led construction workers including Lin Weiwu and Luo Zhenyi to carry out carpentry works on the project site.

Daily salary of 1600 yuan, commission of 200 to 300 yuan

According to the case, Xu Guiduan and Lin Weiwu respectively stated to two construction workers that they had to withdraw 300 yuan from their daily salary of 1,600 yuan each working day to pay rebates in order to continue to be employed.

From February to March 2021, Xu Guiduan received an illegal commission of 9,900 yuan and 6,900 yuan respectively through Lin Weiwu or directly from the two workers.

From the end of 2020 to the beginning of 2021, Luo Zhenyi introduced three other construction workers to work on the project site with a daily salary of 1,600 yuan.

Luo Zhenyi told the three that they must pay Xu Guiduan 200 yuan as a rebate every working day.

Between January and May 2021, the three paid a total of RMB 10,200 in illegal commissions via Luo Zhenyi or directly to Xu Guiduan.

The five construction workers believed that if they did not pay the rebate, they would not be hired by Dezhu or would be fired by Xu Guiduan.

Another defendant will be sentenced in January next year

The co-defendant Luo Zhenyi, 37 years old, pleaded guilty to three of the above-mentioned conspiracy charges earlier.

He appeared in West Kowloon Magistrates' Courts this morning and was granted cash bail until January 11 next year, pending his sentence after obtaining a social service order report.

The ICAC sued the other three Dezhu then "foremen" in two separate cases, and their cases were adjourned until next year's defense or trial.
