The Landlord and Tenant (Consolidation) (Amendment) Bill 2021, commonly known as "Subdivided Rent Control", was passed the third reading of the Legislative Council in mid-October this year. It will take effect in late January next year. The rent can only increase by 10%. In addition, tenants enjoy "2+2", a total of four years of tenancy protection, but the law does not establish a starting rent.

The Hong Kong Institute of Public Opinion today (23rd) announced the results of a poll on subdivided rent control, which showed that 43% of the interviewees believed that the government does not restrict the initial rent and that there is little protection for subdivided tenants.

Another 60% of the interviewees believed that the government had only a 50-person team and believed that law enforcement was weak.

The poll was conducted from the 17th to the 22nd of this month, and a total of more than 4,000 replies were collected.

The results showed that the law only regulates the increase in rents for subdivided houses, but does not limit the initial rent. 43% of the interviewees think that the protection is not very effective. Among them, 19% of the "small" role is considered, and the "good small" accounted for two. Into four.

On the contrary, only 18% of the respondents think that the protection effect is great, and a few 20% of them think the effect is "very big".

60% of interviewees expect government enforcement to be weak

The government will set up a team of about 50 people to take charge of law enforcement. There are currently 92,000 sub-house tenants in Hong Kong, that is, on average, each law enforcement officer is responsible for about 2,000 households.

The results of the survey show that 60% of the respondents believe that the future enforcement of law is weak, of which 37% of the respondents believe that the strength is "very weak", and 23% said that it is "somewhat weak."

On the contrary, less than 10% of the respondents think that the law enforcement will be strong in the future, 8% of the respondents who said "a few strong", and less than one percentage of "good strong".

Fourteen percent of the interviewees said they "don't know or it's hard to tell."

Three questions about the SAR government-how can "subscription rent management" be enough to alleviate the suffering of grassroots households?

The third reading of subdivided rent management through good governance and good governance still need to work hard. Civil research: the proportion of people claiming to be Hong Kong has dropped to 39% and the proportion of people claiming to be Chinese has risen
