Steingaden - Seccua, based in the municipality of Steingaden, will relocate its headquarters to Weilheim at the turn of the year. The company, which has been offering high-performance solutions for drinking water treatment for years and serving an international market, had been looking for space to expand its production capacities for a long time. 

Since six months ago there was no works council in the company with 25 employees, they had agreed on the formation of one due to imminent operational changes. The election, carried out in August with the advisory support of IG Metall Weilheim, resulted in development engineer Michael Bartsch as first chairman and Daniela Wörle, who works in the logistics division, as his deputy. The advice is completed by Maria Festner, who works in product development. Shortly after the three-person committee began its work, it was confronted with the planned relocation from Steingaden to Weilheim.


In September, the month following the election, the Mann + Hummel Group from Ludwigsburg had already acquired all of the company's shares in the drinking water filtration specialist and set itself the goal of moving the entire company from Steingaden to part of the vacant premises of the company that had moved from Weilheim in a timely manner Xylem WTW to move to Dr.-Karl-Slevogt-Straße.


For Michael Bartsch it went “so quickly” and he would have liked more intensive discussion of the management with regard to an “alternative on site” or in the closer area. And Daniela Wörle's statement that the majority “is now connected to a longer route to Weilheim” made a reconciliation of interests and a social plan urgently necessary. To this end, the still “young” works council turned to the first authorized representative of IG Metall Weilheim, Helmut Dinter, in order to negotiate with the managing director of Seccua Holding AG, Michael Hatzelmann, in the interests of the employees concerned, also with the help of his “negotiating skills”.


Since almost all of the 25 employees live in Steingaden or the surrounding area, but the new company location in Weilheim is around 40 kilometers away, this means an additional daily distance of back and forth, sometimes over 80 kilometers, as well as an additional time investment of a good hour Every day.


"Very good result"


According to Helmut Dinter, the works council can certainly rate the result of the negotiations that began at the beginning of November, which lasted a good month, in which the conditions for the employees were to be regulated and the disadvantages caused by the move to be compensated as far as possible, as a “very good result”. Probably also because the works council was able to present the relocation as a "hurdle" for the employees concerned during the negotiations, the company had incurred a lot of costs in the agreement that was signed on December 7th.


Specifically, these are the payment of a travel fee of 40 cents for each kilometer more than before the move.

For example, for a company employee who previously had five kilometers to get to work, and from January 40 kilometers one way to work, the company would reimburse 28 euros for the 35 more kilometers driven twice a day.


In addition, all affected employees will receive three staggered bonuses of 500 euros this year, a further 800 euros in the middle of next year and finally another 1,500 euros at the end of 2022. There are also two additional days of vacation to compensate for the additional time required.


No collective bargaining agreement


From Helmut Dinter's point of view, IG Metall would have been ideally also bound by collective bargaining agreements, as this would have meant a 35-hour week for employees with full pay compensation instead of the current and future 40-hour week. Nevertheless, he emphasized that the compromise that had been worked out was still a good success from his point of view as well as from the works council's point of view.


Dinter described it as "relatively unique" that the company pays an emissions offset of 1,500 euros once a year due to the environmental pollution associated with the longer journey times. Furthermore, there will be a meal allowance in an amount that has not yet been finally determined. Sports courses and tickets for visiting a sports studio are financially supported by Seccua to compensate for the physical balance of the employees previously employed in Steingaden. And those who want to use a 'job bike' for their commutes can also count on a financial contribution from the company when leasing or buying.In addition, agreements are to be made on the use of home office one or two days a week. For Helmut Dinter, however, the “downside” is that this offer is not aimed at all employees, as, for example, in mechanical production, work can only be carried out in the company.


Not all of them stay


Although, according to Michael Bartsch's advice, all 25 employees are "very satisfied" with the negotiated result, only 21 of them will resume their previous work at the beginning of January at the new company headquarters in Weilheim.

Four employees will turn their backs on the company due to the relocation.

According to Bartsch, this is mainly due to the fact that they “don't have a car”.

Car sharing options were difficult to implement due to the sometimes different working hours, just as the use of public transport is ruled out due to the unsuitable time availability.


Actually regrettable, because the company will need even more employees in the future in the new, larger usable area in Weilheim than in Steingaden.
