What will the year 2022 bring?

Starnberger Merkur speaks to the mayors of all municipalities about the plans for the new year.

Today: Georg Scheitz, Mayor of the Andechs community.

Andechs

- A second year under the sign of the pandemic is coming to an end.

Nevertheless, the administration and the Andechs municipal council managed to leave some large projects behind.

And shortly before the latest restrictions no longer allowed it, the municipal councils were able to go into retreat for the first time.

Mayor Georg Scheitz draws a positive balance in an interview with Starnberger Merkur, even if there are still some construction sites.

Mr. Scheitz, how is the cooperation in the municipal council and in the town hall?

There are new appointments here and there.

We grew together well.

We had minor personnel changes in administration.

Both the financial administration and the mayor's assistant were newly appointed.

We are a good team.

We have also found each other well on the committee.

We have only just been to a retreat in Riederau.

For us it was mainly about the legal basis.

In order to take our nine new ones with us, we took a foray into building planning law and building regulations law and municipal law.

There were important decisions on this last year.

Yes, we have advanced the prioritization in the land use law so that locals can build faster.

In terms of urban planning, only certain points have to be appropriate.

It's not a local model, but builders must commit to providing housing for local residents.

If you do that, you can also build faster.

We got that on track.

However, prioritization also serves to prevent the population from growing too quickly.

In addition, some development plans have been initiated, for example Frieding Nord.

The farmers there have been waiting for it since 2009.

At that time, the Strobl company had already applied for a project-related development plan and in 2005 applied for an extension.

The removal from the landscape protection area, which is still missing, was requested in 2009.

Now she's going into the process.

On the still vacant area of the Frieding Nord industrial estate, the triangle in front, a craftsman's yard can finally be built.

Three local businesses are planned, a joinery, a carpentry and possibly a craftsman.

I am pleased that we can give local companies a future here.

Landscape protection also plays a role in the expansion of the IWL workshops in Machtlfing.

I was very happy that the IWL can now expand.

At least from our side, the course has been set for this.

Yes, this is also about removing an area from landscape protection.

The district council decision is due for March.

It's about socially used areas.

However, when I think about the decision to go with the social housing in Berg, I am already worried.

What will continue to be on your mind in 2022?

A big issue has been around for a long time: We have too little income, too much expenditure. The tight budget situation worries me. We afford some things that we actually cannot afford. We are currently working on an investment plan to identify the leak where most of the costs are incurred. I always thought that was the personnel costs. But that has not been confirmed. On the contrary. We have to think about how we can process our administrative tasks more efficiently - for kindergarten and school, for example. In small municipalities, it is becoming more and more difficult to keep the balance here. On the other hand, our allocation power is very good, we have a high income tax component. We are also on the right track with trade tax. For example, we will be able to afford the fire station in Frieding. This is very important.Because the way it is currently there, it is by no means suitable for the tasks of the fire service. It's way too narrow and the car is way too big for the small hall. But that's on the way. We are already relatively far. The chic wooden structure should be erected in March or April.

Is there a solution for the rural youth that has so far been housed in the attic of the old school, i.e. the current fire brigade equipment house?

We met again with the board of directors of the rural youth.

We made it clear to them that we don't have a large financial cushion.

We offered them that they could use the old rooms of the fire brigade in the old school.

A lot will be free.

I think that the village youth belongs in the village.

Why should she move to the Scheuertalstrasse on the outskirts?

The fire station is planned there.

Even a football field should go there someday.

And the district also has an area.

All three districts are rural.

What can you do to maintain that with the all-round increase in immigration?

We try to distribute the village development fairly.

A lot has happened in Frieding, now things are going on in Erling and Machtlfing.

In Machtlfing, it is important to us to preserve the unique village character.

That is why we work there with so-called room edges, which must be adhered to - on the main street and on the side streets, for example.

What has been missing in Machtlfing has been the economy for a year.

That hurts.

The Höflers did a really good job for many years - unfortunately they didn't reopen after the lockdown.

And unfortunately there are no successors either.

The shooters are still in.

However, what still sets Machtlfing apart is the village community.

It's really fun, new residents also feel right at home.

Does that also exist in Erling?

Yes, there were also many newcomers in Erling last year. I recently saw a lot of new faces here in the fire department, which makes me very happy. Erling might be a little too big for that. As of January 2021, Erling had 2,057 inhabitants, 200 more than ten years ago. I think it's healthy growth. And yet very big with many new citizens. We have to make sure that we continue to manage growth well. I am delighted that the VR Bank complex on Herrschinger Straße will also have a café and shops, so that Erling will not only be a sleeping place. The next one to start building is the Maro housing cooperative - with subsidized apartments for locals and day care. That is on the right track. However, we only make the area available via heritable building lease.Originally the property was supposed to be sold. That was important to me. At that time, the area was made available to the community for social housing by the testator. So it will be brought back to us again. In Frieding, on the other hand, it is more about interior compression.

What are the most important projects that are pending now?

At the top of my list is the fire station in Frieding. We also urgently need to take care of expanding the broader brand. We urgently need a fiber optic network and hope for a provider. We are currently laying empty conduits if necessary. That annoys me. These are costs that the municipality has to bear 100 percent, while there are providers in other municipalities who take over the costs or promote the expansion. It cannot be that the municipality does this preparatory work at its own expense, and at some point a provider comes along and just pushes his line through. I would like a provider for Andechs and its districts such as Inning and Wörthsee. This is a big issue for us. In the past you had Telekom and had contacts for municipalities - unfortunately that no longer works. Maimoos is also an issue. In spring we want to meet with the owners and inform them about the project.

And how is Andechs doing with its energy balance?

We are on the right track in terms of environmental technology. In the next year we will switch all street lighting to LED. We started step by step, but we didn't make any progress. We also get an e-charging station in front of the town hall. Let's see how it hits. I would actually like to have charging stations in the monastery parking lot, but the monastery has to decide that for itself. Perhaps there is also an operator. Then there are the locations for open space photovoltaic systems in Spornritt and Frieding. I would like to push that further. But that was also slowed down by Corona, because the legal community Spornritt has to get on board, but a meeting cannot take place. At the beginning of my term of office, I had imagined that it would be easier.I wanted to attend board meetings of almost 35 clubs. I only made it at five - many have been canceled again due to Corona. It's time for real club life to take place again.
