Miviludes received 3,008 reports in 2020, an increase of 40% compared to 2015, including 120 "

directly related to the health crisis

", according to its activity report dated July 22 and which covers the period 2018-2020 .

"

The observed extension and diversification of sectarian phenomena deserve a significant public effort, identified means increased both in number of officials assigned full-time on its missions, in operating budget (...)

", estimate in a communicated the ten organizations including the League of Human Rights (LDH) and FakeMed, a collective of health professionals.

Insufficient human and financial resources

In April 2021, the Minister for Citizenship Marlène Schiappa announced the "

strengthening

" of the mission, affirming to multiply "

by ten the means of Miviludes

" now to "

1 million euros to support associations in particular

" and "

better finance local initiatives and associations in the field.

"However,"

in view of the budgets provided for by the 2022 finance law, the account is not there

", estimate Monday the ten organizations according to which the million euros allocated in 2021 is"

at least to be renewed in the face of growing needs

”.

Likewise, "

the human and financial resources directly assigned to Miviludes are very insufficient to correct the current understaffing

" and "to

allow better functioning

", according to the press release. Seven specialists, a department head (magistrate Hanène Romdhane), three contract workers and trainee lawyers currently constitute the staff of Miviludes, whose annual operating budget amounts to "

only 85,000 euros

", according to a source familiar with the matter. Miviludes was attached in mid-2020 to the Ministry of the Interior. Until then, it depended on Matignon. Created in 2002, the mission divides its activity between processing reports sent to it and training public officials in sectarian risks.
