Motorists still more taxed in 2022

Low emission zones

The public authorities want to drive out the most polluting vehicles from large cities to improve air quality. This is how low-emission mobility zones (ZFE-m) were created. Within a defined perimeter, the circulation of the most polluting vehicles will be limited. Sixteen municipalities and metropolises have already established ZFEs: Paris, Greater Paris, Fort-de-France, Lille, Lyon, Grenoble, Aix-Marseille, Clermont-Ferrand, Montpellier, Nice, Reims, Rouen, Saint-Etienne, Strasbourg, Toulon and Toulouse. Ultimately, cities with more than 150,000 inhabitants will have to set up ZFE-m. In these territories, restrictions will apply on specific time slots. Local authorities are free to set stricter rules.Crit'Air stickers will make it possible to distinguish vehicles. From July 2022, the ban on driving in an ZFE-m will apply to the Crit'Air 3 category, i.e. vehicles with diesel engines before 2010 and gasoline vehicles before 2006.

On Christmas Eve, the League for the Defense of Drivers revealed that the verbalization of Crit'Air 4 vehicles in the largest EPZ-m in France, that of Grand Paris, which was to start at the end of 2021, was postponed indefinitely. .

The fault of the delay taken by the State in the implementation of the automated sanction control.

The Greater Paris has indicated that the verbalization will take place at best only in 2023. This Christmas gift could therefore concern other ZFE-m.

Theoretically, in 2024, all vehicles with diesel engines and gasoline before 2011 (Crit'Air 2) will be banned from circulation within the ZFE-m enclosure.

A reinforced penalty

As much to finance the bonuses granted to the purchase of plug-in hybrid and electric vehicles as to encourage motorists to buy small vehicles, the threshold for triggering the penalty is further lowered in 2022. It applies from 128 g / km of CO2 instead of the current 133 g / km. The penalty starts at 50 € but it progresses very quickly. The threshold of 1,000 € is reached from 151 g / km (1,074 €). It really becomes confiscatory when we approach 200 g / km of CO2. The supermalus that applies from 223 g / km of CO2 now amounts to € 40,000! Given that this penalty concerns very few vehicles, one can wonder if it is not counterproductive because to dissuade the purchase of vehicles which run very little (less than the average), the State deprives itself of VAT receipts. . In 2023,the supermalus will be capped at 50,000 euros!

In return, the ecological bonus scales defined since July 1, 2021 are extended until July 1, 2022. Plug-in hybrid vehicles benefit from a purchase premium of € 1,000.

For their part, electric vehicles under less than € 45,000 have a premium of € 6,000.

Those whose price is between € 45,000 and € 60,000 can count on assistance of € 2,000.

As of July 1, 2022, plug-in hybrids will be excluded from the aid scheme, while aid granted to electric vehicles will be reduced by € 1,000.

In addition, the conversion bonus is maintained but the criteria for obtaining it have been revised.

In addition to the ecological bonus, it is granted under income conditions, when buying or leasing a low-polluting vehicle in exchange for the scrapping of an old diesel vehicle (before 2011) or gasoline (before 2006).

The beneficiary of the premium can receive up to € 3,000 for the purchase of a new or used thermal vehicle, and up to € 5,000 for the purchase of a new or used vehicle, electric or plug-in hybrid with a range in electric mode greater than 50 km.

As of July 1, 2022, the maximum CO2 emission rate will be lowered to 127 g / km.

A weight tax

In its stubbornness to please everyone, the Macron-Le Maire duo decided to apply a measure proposed by the Citizen's Convention for the Climate: tax the weight of vehicles.

From January 1, the government will apply a penalty to private vehicles weighing more than 1,800 kilos.

The excess kilogram will be charged 10 euros.

Plug-in hybrid vehicles, electric and hydrogen are not affected by this measure.

As for large families and disabled people, they will benefit from allowances.

General rate increases

If you still doubt that the motorist is taken for a cash cow by the public authorities, the tariff of the tolls of the motorways will increase by the order of 2% on average, as from February 1, 2022. They add up to energy prices which should continue to increase whether the price of electricity, natural gas and diesel fuel, due to pressure on supplies and inflation.

For their part, insurance rates, which had been frozen by most companies in the health and economic context, should increase.

However, the development will be measured and lower than inflation, the companies say.

Unbridled repression

According to the association "40 million motorists", the government would have budgeted 714 million euros in revenue from fines generated by speed cameras in its draft finance law for 2022. To achieve its objective, the government will strengthen the repression.

The fleet of radars will increase to 4,700 devices and privatized radar cars will continue to be deployed.

These unmarked vehicles are difficult to spot in traffic.

The public authorities are stepping up the repression when the Court of Auditors has issued an edifying report, recognizing that road mortality has not fallen since 2013 and that the “all-radar” policy had reached its limits.
