The Ministry of Electricity’s efforts during 2021 focused on completing plans to expand and develop the capabilities of the electrical system in various governorates through the maintenance and rehabilitation of existing generation stations and the completion of the implementation of direct stations in them, in addition to developing legislation and laws to contribute to raising the efficiency of using renewable energy in various sectors and facilitating procedures for investors in this field.

In the field of electricity transmission and distribution, the ministry continued to rehabilitate high, medium and low voltage networks and lines and to install and rehabilitate the components of the transmission and distribution system, which included 11 transfer stations 230-66 kilovolts and 35 substations of 66-20 kilovolts in various governorates, placing a number of transmission centers in service and replacing 109 thousand common counter.

The ministry, through its companies in the governorates, continued to work on organizing seizures and combating the illegal use of electric energy, as the collection rate reached more than 99 percent. It also worked to activate several electronic services to increase collection through the “Mobile services for subscribers in a number of companies” application and launch the service of receiving complaints electronically. The Ministry continued to work on the national program to spread energy awareness in the field of raising the efficiency of use and rationalizing consumption and to work on a project to provide laboratory infrastructure to implement energy use standards in electrical equipment “energy label” and work and coordinate with ministries to feed public sector facilities such as drinking water pumps, government buildings and others with photovoltaic collectors or With electric turbines with a capacity of up to 300 megawatts until 2030, in addition to allocating lands from state property that are not suitable for agriculture for the construction of renewable energy generating stations.

With regard to renewable energy projects, the Public Authority for Electricity Generation announced two photovoltaic and photovoltaic renewable energy plants with a capacity of 50 megawatts each, as part of the ministry’s strategy to implement renewable energy projects on the basis of power purchase agreements with a capacity of up to 900 megawatts, 500 of which are solar and 400 wind until 2030.

The ministry also organized memoranda of understanding with the Industrial Bank to grant loans to investors in the field of renewable energy projects at a rate of 60 percent and for industrialists 70 percent of the value of the facility.

With regard to generating electricity from thermal sources, the ministry pursued during 2021 a number of related projects that are being implemented with companies of friendly countries, including the Iranian “Mabna” company, to establish the Lattakia power plant in the Rastan region with a capacity of 526 megawatts and a set-up cost of 411 million euros, in addition to completing the second expansion projects of the Deir Generating Station Ali, with a capacity of 750 megawatts and a set-up cost of 671 million euros, and in cooperation with the Indian “Bharat” company, the Tishreen steam power plant with a capacity of 400 megawatts is being rehabilitated at a set-up cost of 350 million euros.

The ministry also followed up the implementation of the contracts it signed with the Iranian “Mabna” company to rehabilitate the first and fifth steam groups at the Aleppo power station, and with the “Hwana” company to build a photovoltaic power plant with a capacity of 33 megawatts in the industrial city of Aleppo.

An agreement was reached with an Iranian company to rehabilitate the four steam groups operating on fuel in Mahardah generating stations with a capacity of 567 megawatts and a value of 995 million euros. euros each.
