The work of the Ministry of Public Works and Housing implemented during the year 2021 focused on allocating housing for subscribers in its various housing programs and implementing alternative housing projects in order to achieve the national housing strategy in addition to administrative reform through urban regional planning and organizational schemes to frame development policies.

During the year 2021, the ministry allocated (6) thousand housing units for those who subscribed to housing programs for youth, savings, workers in various governorates, and a number of housing were allocated to citizens who vacated their homes in the Mezzeh 86 area.

The Al-Amal Residential Suburb project in Hama, whose cornerstone was laid on the 18th of this December, is one of the vital projects of the Ministry, which is being implemented on an area of ​​104 hectares and includes 162 popular housing units, including 60 for housing cooperative societies, 83 for the implementation of youth, savings and workers housing, and 19 allocated to owners expropriated lands.

Regarding alternative housing buildings, the ministry continued to implement a number of buildings for the benefit of the governorate of Damascus, which it started in 2020 and are implemented according to a timetable, from which contracts were completed during 2021, worth 145 billion, with a number of 1,133 homes.

With the aim of providing the labor market with qualified cadres to work in the construction sector, Law No. 4 was issued on the second of February, which stipulates the creation of vocational training centers in the construction sector in the governorates, whose articles included the allocation of permanent centers and the possibility of networking with the private, public and joint sectors, and increasing compensation granted to trainees.

Regarding the work of the citizen service centers affiliated with the Ministry, the types of services provided during 2021 expanded to become 29 services, including an ownership statement, an area statement, a dwelling description, a statement of the date of pouring housing, an architectural plan statement, documentation services in addition to providing services related to the state workers’ registry.

During 2021, the ministry completed the electronic payment project and will launch it in early 2022 to facilitate payment mechanisms for all financial obligations electronically.

In the field of real estate development, the Ministry completed during 2021 the draft amendment to the Real Estate Development Law No. 15 of 2008 and its executive instructions. A draft amendment to the Escrow Account Law No. 25 of 2011 was completed and the rest of the procedures for their issuance are being completed.

The outcome of the updated real estate development areas during 2021 reached 26 areas and the areas under study 4 areas distributed over the governorates of Damascus countryside and Aleppo. The implementation of the first real estate development area in Homs-Talal Amisa was started at the end of last March, in addition to the approval of the creation of the Talvita and Dimas areas in Damascus countryside and the announcement About the implementation of 4 modernized areas in Wadi Al-Joz in Hama, Hasya residential area, Adra residential area in Damascus countryside, and Al-Haidariya in Aleppo. The number of companies that obtained the approval of an initial license reached 43 companies, and the number of companies that obtained a final license was 69 companies, including 6 public sector companies.

The ministry continued to follow up on faltering housing association projects, and completed the organizational plans for 8 residential communities and 11 craft areas, in addition to converting the organizational charts for 6 communities from paper to digital.

The Ministry has completed the national framework for regional planning with the aim of identifying the most prominent determinants of national development through the conscious management of the spatial space. It was presented to the concerned authorities to draw up their observations for a deadline no later than January 16, 2022. It also prepared a planning vision for the Sahel region in line with the future aspirations of its regional and global role commensurate with the tourism and economic importance for him.

The companies affiliated with the ministry, namely the General Company for Building and Reconstruction, the General Company for Roads and Bridges, the General Company for Water Projects, the General Company for Electricity and Communication Works, and the General Company for Engineering Studies affiliated with the Ministry, continued the implementation of a number of projects in various governorates according to their respective specializations.

On the 25th of last April, the General Company for Engineering Studies obtained the ISO 9001-2015 certificate for quality in performance and management, granted by the Ministry of Administrative Development, the national accreditation for training centers.
