Voters lists: the impact of under-registered voters on participation?

According to INSEE, around 94% of citizens of voting age, or nearly 48 million people, are currently registered.

However, according to a study by BVA Opinion, 9% of French people are in fact not registered on the electoral lists or in any case do not think they are.
