The efforts of the Ministry of Administrative Development during the year 2021, in cooperation and coordination with the public and concerned authorities, focused on reviewing and studying the laws regulating the public job and proposing its development to ensure the improvement of its performance and the quality of its services. .

In the field of supporting and enabling the demobilized from compulsory and reserve military service, the Ministry announced on the 13th of last February the results of the competition for the demobilized who applied for the largest central competition and test to contract with public authorities within the program to support and empower the demobilized to meet their labor needs with annual contracts of the first, second, third, fourth and fifth categories. In all governorates, the total number of applicants for the competition from all categories reached 27,780, of whom 27,723 succeeded, with a success rate of 99.79 percent.

With regard to the national administrative reform project, President Bashar al-Assad met on the 24th of May with the administrative reform teams in the ministries of the state, in the presence of the Minister of Administrative Development, Dr. Salam Safaf. The dialogue was about the project and the obstacles to its implementation, with the aim of circulating ideas and correcting deviations on the ground.

From the 6th to the 30th of June, the Ministry held an Administrative Reform Conference under the slogan “Effective Management towards Dynamic Institutions.” The aim of the conference was to discuss the common problems between all ministries at the level of organizational structure and human resources working in them, and to suggest how to address them. The conference resulted in the restructuring of structures Organizing the government apparatus at the level of ministries, approving mission documents, nomination and appointment systems for general managers, assistants, central managers and heads of departments, raising the level of job performance index for central departments in ministries, approving the engineering course and governance of government performance.

Under the chairmanship of the Minister of Administrative Development, the Organizational Structure Approval Committee held several meetings that spanned from October 21 to November 1, during which the task documents and job description cards for the work centers of directors and heads of departments in the central administrations were discussed and approved, in order to initiate nominations to fill those positions. Centers in all ministries.

One of the model documents for administrative support directorates approved by the committee in the context of working on the governance of government work and implementing the recommendations of the Administrative Reform Conference is the “Preliminary Tasks Document for the Executive Business Department”, “the Initial Tasks Document for the Internal Control Department”, “Legal Affairs Tasks Document” and “Primary Tasks Document” of the Directorate of Measurement and Quality”, “the document of the initial tasks of the Directorate of Planning and International Cooperation”, and the “the document of the initial tasks of the Department of Information and Public Relations”.

On the 23rd of May, the Ministry organized a series of dialogue workshops, during which the administrative reports of a number of executive projects of the ministries were reviewed within the framework of the National Administrative Reform Project and the problems faced by the work teams during the implementation of the project. On the 14th of November, the Ministry began implementing a training course for the “level one” trainer, which is for the benefit of the national project for administrative reform in a number of public agencies.

The Ministry has completed the preparation of the project of the central competition with the ministries and public bodies affiliated with it or associated with it, where the Council of Ministers approved on the 16th of November the project to increase job opportunities described in the public sector and target all groups according to new mechanisms that depend on reliability, where the tests will be fully automated without any interference human in its results.
