Refers to the electoral reform to reduce the legislature’s constraints on the executive
Han Dayuan wrote an article in the January issue of "Bauhinia" magazine, saying that the central government has the leadership and decision-making power in the development of Hong Kong's democracy. He also pointed out that what kind of system Hong Kong implements is related to the relationship between the central government and the SAR.
Han Dayuan said that the electoral reform embodies the characteristics of Hong Kong’s democracy, saying that the principle of balanced participation meets the requirements of the "broad representation" of the Basic Law. Harmony and demands will help reduce the legislature’s constraints on the executive authorities, maintain an executive-led political system with the chief executive at the core, and reduce social tears, build consensus, and safeguard the overall interests of society.
Individual tickets are changed to group tickets. Han believes that it can enhance industry representativeness
Han Dayuan believes that the new electoral system focuses on the rational allocation of electoral seats and democratic representation of electoral methods in order to optimize the electoral structure and improve the electoral system, rather than simply measuring the degree of electoral democracy by the number of eligible voters.
For example, he said that changing individual votes to group votes is to optimize the election structure and enhance industry representativeness.
Han Dayuan emphasized that "patriots ruling Hong Kong" does not mean that dissidents or opinions are not allowed, nor does it suppress voices that criticize the government, saying that criticizing the government's public policies is part of the duty of parliamentarians.
He said that the election of the Legislative Council is subject to fierce competition from people of diverse backgrounds, and emerging political groups and professionals actively participate, saying that the election competition is no longer based on traditional political parties or political opinions as the main dividing standard.
Han Dayuan pointed out that the democratic form and development of Hong Kong under "one country, two systems" are in line with the reality of Hong Kong society and are conducive to promoting the development of capitalist economy.
The new electoral system embodies the characteristics of the Hong Kong Democratism Exhibition and helps to lay the foundation for the ultimate realization of the goal of universal suffrage for the Chief Executive and all members of the Legislative Council.
