"Military-civilian integration" generally refers to a series of national policies and measures that allow the scientific and technological innovation capabilities of civilian sectors (including universities and technology companies) to be used to the extent that they can improve the country's military strength.
As the cornerstone of the policy guidelines for modernizing the People's Liberation Army, the reform of "military-civilian integration" is seen as a necessary means to develop China's military-industrial complex.
What is "picking flowers in exotic countries, making honey in China"?
On July 1, 2015, the Chinese People's Liberation Army Daily stated that the People's Liberation Army had adopted the practice of "picking flowers from foreign countries and brewing honey in China".
On the one hand, the People's Liberation Army sent people to study abroad and conduct research.
On the other hand, the People's Liberation Army provides reliable organizational guarantees by establishing party branches overseas, so that members can strengthen the army and contribute to the country after they return to China.
The West is wary of these Chinese practices.
Since the beginning of this year, the British government intelligence agency has reportedly conducted counter-espionage investigations against nearly 200 scientists and scholars in nearly 20 British universities, involving violations of science and technology export controls, intellectual property rights, and taxation regulations.
Among them, more than ten colleges and universities under investigation belong to the famous "Russell Group" (Russell Group).
They are accused of sharing high-end national defense military technology with the National Defense University of the Chinese People's Liberation Army and related military industrial enterprises, narrowing the strategic distance between the West and China.
On the other hand, the U.S. government is considering stricter sanctions against Chinese chip manufacturer SMIC after putting Chinese artificial intelligence giant SenseTime on the investment blacklist to prevent China from acquiring key U.S. technology and applying it to Above the national defense military.
Although SenseTime and other Chinese companies have expressed strong opposition to the allegations, the US government seems to have no intention of changing its original judgment.
In fact, this also reflects the sensitivity and hostility of Western countries to the development of China's military industry, and it also poses a challenge to the future development of the latter.
